In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions Series 0301.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of technical procedures and requirements related to aviation activities for the installation in order to assess compliance with Federal Aviation Administration, and Host Nation policies and decision of record findings; knowledge of air traffic control laws, policies, regulations and precedents applicable to airspace and range management; knowledge of the National Environmental policy Act and requirements to environmentally assess various federal actions such as establishment of new special use airspace, military training routes, restricted area airspace and air refueling tracks; knowledge of MAJCOM program goals and objectives and methods of evaluating the worth of airspace program accomplishments; knowledge of and experience with the laws, regulations, and processes pertaining to encroachment issues. Historical knowledge of installation flying training mission. Duties require ability to guide interdisciplinary installation teams and groups and the public with varying scientific, political, cultural, and economic perspectives to develop recommendation and information regarding encroachment and air space; comprehensive knowledge of the JOTRC scheduling processes, practices, procedures, policies, standards, and operational requirements; extensive knowledge of air, ground, and maritime spaces, to include the capabilities and limitation of airspace, ranges, operational resources, and range safety requirements; an intensive working knowledge of the Data Collection and Scheduling Tool (DCAST) software scheduling tool; recent knowledge of Airspace and Range Management regulations and policies as well as mature judgement, thoroughness, tact, and communication skills in order to function under the complexity of diverse interests, objectives, and unforeseen problems/issues; knowledge of customer issues, plans, and program goals in order to effectively implement accurate real-time scheduling procedures to reduce any delays in test/training requirements; general knowledge of USAF, USMC, USN, and USA training policies and procedures; comprehensive knowledge of and experience in FAA Air Traffic Control procedures, and in the operations and scheduling of aircraft, special use airspace and ATC controlled airspace, ranges, and data collection systems in order to provide for the maximum utilization of range resources.

EDUCATION: I have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. if related. NOTE: You must submit copies of your transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:In-depth knowledge of the of training Ranges and Airspace scheduling processes, practices, procedures, policies, standards and operational requirements. Comprehensive knowledge and application of the Data Collection and Scheduling Tool (DCAST) system. Extensive knowledge of airspace, ground, and maritime space management programs, to include the capabilities and limitations of airspace, ranges, test resources and range safety requirements. Ability to understand, interpret, and enforce DoD, USAF, USN, INDOPACOM, PACAF regulations, bilateral agreements, and policies associated with major range facilities. Ability to resolve resource conflicts and to ensure asmooth flow for overall scheduling and operation of training rangesand airspace. Ability to communicate effectively both orally and in writing to identify, direct, or coordinate actions required in providing needed service.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

- Serves as an 18 OSS Range Operations Specialist. Responsible for managing the real-time execution of the Joint Okinawa Training Range Complex (JOTRC) Airspace and Range Management Facility Operations.
- Performs Airspace and Range Management Facility Control Operations.

- The position may require the employee to work under adverse environmental conditions. The incumbent of this position must have the ability to sit and/or stand for long periods of time while controlling aircraft in a dimly lit IFR radar control room.
