Job Description
The Management Analyst / Senior Technical Editor provides comprehensive administrative, program, process, and high-impact technical editing support to ensure branch operations and mission-critical deliverables are compliant, accurate, timely, and publication-ready. This role manages travel actions, training communications, records/reporting systems, and work unit (WU) development/closeout, while independently editing and quality-assuring complex management analysis documentation for executive and stakeholder audiences. Responsibilities may expand based on business needs and may include mentoring junior editors and coordinating editorial schedules.

Responsibilities:
Travel Program Support (DTS)
- Prepare, review, and submit Defense Travel System (DTS) authorizations for approval.
- Review DTS vouchers for accuracy and compliance prior to approval.
- Provide customer support to travelers (in-person/virtual), troubleshooting common issues and escalating complex items as needed.
Policy, Guidance, and Process Support
- Update and inform branch personnel on applicable policies, guidance, and procedures.
- Support leadership with timekeeping actions by assisting in keeping ATAAPS current and concurring actions as required.
- Update and maintain out-processing guides and internal reference materials.
Work Unit (WU) Development, Coordination, and Closeout
- Serve as Work Unit Editor for multiple work units; track progress and ensure required elements are complete.
- Support WU front matter and documentation requirements.
- Coordinate and execute WU closeout actions, ensuring records are complete and properly filed.
- Maintain continuous communication with stakeholders to drive WUs toward completion and closeout.
Technical Editing & Quality Assurance (Mission-Critical Deliberables)
- Independently edit and quality-assure management analysis deliverables for grammar, clarity, tone, and structure, logical flow, and audience alignment.
- Ensure documents are complete and well-organized with clear findings, recommendations, and rationale.
- Apply and enforce style guides, templates, and editorial standards (e.g., Plain Language, organizational and client formats).
- Perform substantive editing of materials such as:
- Organizational studies and evaluations
- Program analysis reports
- Systems and procedures documentation
- Work simplification/measurement studies
- Operations and procedures manuals
- Verify internal consistency across tables, figures, acronyms, references, numbering, and cross-references.
- Coordinate with analysts and project leads to resolve ambiguities, gaps, and inconsistencies while preserving author intent.
- Manage version control and document workflows; prepare deliverables for final publication and distribution.
- As assigned, lead/mentor junior editors and coordinate editorial schedules to meet deadlines.
Records Management and Document Control
- Track paperwork and update records for active and planning work units.
- File signed reports in LiveLink (or similar platform) and maintain branch indexes/annual tracking logs.
- Maintain reporting systems to ensure documentation is well-documented and audit-ready.
Training and Internal Communications
- Review, coordinate, and disseminate monthly training requirements and updates.
- Communicate deadlines and requirements to branch personnel and ensure awareness/compliance.
- Send follow-up communications to customers and request feedback on completed reports/services.
Office Operations and Branch Support
- Support branch projects and maintain/update the branch calendar.
- Manage visual communications materials (e.g., posters) and maintain awards displays.
- Attend weekly branch meetings and support execution of action items.
- Perform administrative duties as assigned (e.g., mail duty).

Requirements:
- 1+ year of experience utilizing DTS for travel authorizations and vouchers, and the ability to troubleshoot common travel issues.
- Ability to obtain and maintain a Secret Clearance.
- Demonstrated ability to perform functional duties independently on high-visibility deliverables.
- Expert editing and qualify control skills for complex analytical/operational documentation and official correspondence.
- Strong version control, document workflow, and deadline management skills across multiple concurrent work units/projects.
- Ability to interpret, apply, and communicate policy and procedural guidance.
- Strong customer service and written communication skills.
Preferred Skills:
- Familiarity with ATAAPS and administrative approval workflows.
- Experience with document management platforms such as LiveLink and records indexing practices.
- Advanced proficiency in Microsoft Word (styles, templates, Track Changes), Adobe Acrobat, and collaboration workflows.
- Experience supporting government or other regulated environments; producing publication-ready deliverables.
