Job Summary: Software Quality Engineer Staff - Proposal Lead

About the Role
Join our dynamic team as a Software Quality Engineer Staff - Proposal Lead, where you will drive excellence in software quality for cutting-edge defense and aerospace systems. This role is pivotal in ensuring compliance with AS9100, CMMI, and customer requirements throughout the program lifecycle, from proposal development to final delivery. You will collaborate with cross-functional teams to deliver high-quality solutions, manage proposal activities, and shape the future of software quality engineering.
Responsibilities
- Lead the creation, management, and execution of quality requirements for program proposals, including Basis of Estimate (BOE) and contract reviews
- Support quality initiatives across guided missiles, launchers, and advanced programs, ensuring alignment with industry standards and customer needs
- Partner with Program Managers, Proposal Managers, Engineering, Global Supply Chain, and Customers to drive proposal excellence and compliance
- Conduct independent reviews, including Readiness Acceptance Check (RAC), BOE reviews, DCAA audits, and executive leadership proposal reviews
- Oversee software and test equipment quality processes, collaborating with test engineering and software development teams
- Identify root causes of quality issues, implement corrective actions, and perform process/product evaluations and audits
- Participate in peer reviews of software and test equipment requirements, design, code, and documentation
- Engage with software suppliers, participate in program reviews, and attend testing events at supplier sites
- Assist in establishing quality budgets and cost commitments
- Travel to Lockheed Martin sites, supplier locations, and testing facilities as needed
- Provide after-hours and on-call support for critical program milestones
Required Skills and Experience
- Bachelor's degree or higher in Engineering or Science (STEM discipline)
- Minimum 8 years of experience in Quality Management System (QMS), software quality engineering, and proposal development
- Proven expertise in creating accurate and competitive proposals/BOEs using SME judgment and historical data
- Strong understanding of software and test equipment processes, requirements, design, code, and P&V testing
- Excellent organizational and multi-tasking skills; detail-oriented approach in dynamic environments
- Exceptional communication skills: written, oral, technical writing, and collaboration
- Proficient in Microsoft Office applications (Word, Excel, PowerPoint)
- Ability to work independently with minimal supervision
- Eligibility for DoD Secret clearance
- Flexibility to work beyond standard hours and travel as required
