This position is contingent upon your ability to obtain a DoD Secret clearance.

Team Submarine's Submarine Program Offices are responsible for:
  • The acquisition of COLUMBIA Class Submarines, including R&D, design, construction, Test and Evaluation (T&E), and Live Fire Test and Evaluation (LFT&E). This program is a major defense acquisition effort with significant Congressional and OSD visibility.
  • The acquisition of VIRGINIA Class Submarines, including lifecycle management, T&E, LFT&E, and Fleet introduction, with an estimated lifecycle cost of $336B.
  • The SSN(X) program, responsible for next-generation fast attack submarine design and acquisition, emphasizing speed, stealth, payload capacity, and operational endurance.

Serco supports the U.S. Navy as a prime contractor for the Submarine Industrial Base (SIB), unifying submarine and surface vessel industrial activities to eliminate inefficiencies and improve coordination across acquisition, sustainment, and maintenance communities.

Serco-NA is seeking a motivated individual to serve as a Supply Chain Performance Management Analyst, supporting high-visibility initiatives that enhance the readiness, resilience, and performance of the U.S. Navy's Submarine Industrial Base (SIB). In this role, you will focus on performance management, data analytics, and industrial base metrics, driving insights across supplier performance, capacity constraints, and risk mitigation efforts. You will enable data-driven decision-making across NAVSEA stakeholders and SIB leadership. This position operates in a fast-paced environment requiring daily interaction with suppliers, government stakeholders, and industry partners. You must be a self-starter capable of independently identifying issues, analyzing complex datasets, developing actionable insights, and communicating performance outcomes to senior leadership.

In this role, you will:
  • Serve as a lead analyst for Supply Chain performance management initiatives, supporting SIB objectives.
  • Develop, track, and analyze key performance indicators (KPIs) across supplier performance, throughput, lead time, and capacity.
  • Conduct supply chain performance and risk analyses using industrial base datasets, supplier metrics, and market intelligence.
  • Build and maintain market space health assessments, performance dashboards, and risk heat maps.
  • Perform data mining, aggregation, and validation across DoD and commercial data environments.
  • Translate analytical outputs into executive-level briefings, decision support materials, and performance narratives.
  • Support Supplier Development Fund (SDF) and other industrial base investments by tracking ROI, performance improvements, and execution status.
  • Monitor and assess supplier performance trends, identifying bottlenecks and recommending corrective actions.
  • Coordinate with government stakeholders, prime contractors, and suppliers to validate performance data and risk drivers.
  • Facilitate performance reviews, working groups, and cross-functional collaboration sessions.
  • Develop and maintain performance tracking frameworks, including dashboards, scorecards, and reporting tools.
  • Support data-driven supply chain strategy development and industrial base policy initiatives.
  • Provide analytical support to acquisition planning and supply chain optimization efforts.
  • Deliver formal briefings to NAVSEA, Program Offices, and senior SIB leadership.
  • Perform additional duties and responsibilities as assigned.


To be successful in this role, you will have:
  • U.S. citizenship required.
  • Ability to obtain and maintain an Active DoD Secret Clearance.
  • A Bachelor's degree in Supply Chain Management, Business, Data Analytics, Engineering, Operations Research, or related field.
  • 2+ years of experience in supply chain analytics, performance management, industrial base analysis, or related fields.
  • Experience developing and managing performance metrics, dashboards, or analytical reporting frameworks.
  • Experience conducting supply chain or industrial base performance and risk analysis.
  • Proficiency in data analytics tools (Excel, Power BI, Tableau, or similar).
  • Experience integrating multiple datasets to generate performance insights and decision support products.
  • Ability to interact with senior government leadership, PEOs, and industry stakeholders.
  • Strong communication skills with experience producing executive-level reports, briefings, and white papers.
  • Understanding of the industrial supply ecosystem.
  • Ability to travel up to 10%.


Additional desired experience and skills:
  • Active DoD Secret clearance.
  • Familiarity with advanced analytics, digital engineering, or industrial performance optimization tools.
  • Experience leveraging performance metrics (throughput, OEE, cycle time, delivery-to-commit, lead time) to identify constraints.
  • Knowledge of industrial base investment strategies, capacity expansion, and workforce development.
  • Experience applying data-driven methodologies to improve supply chain performance and resiliency.
  • Familiarity with Market Space analysis, supplier segmentation, or performance modeling.
  • Experience with statistical analysis, forecasting, or predictive analytics.
  • PMP or DAWIA certification (or ability to obtain).
  • Strong problem-solving skills with ability to operate independently in a remote environment.
  • Experience supporting maritime acquisition, industrial base initiatives, or defense programs is a plus.
