Team Submarine's Submarine Program Offices are responsible for:
Serco supports the U.S. Navy as a prime contractor for the Submarine Industrial Base (SIB), unifying submarine and surface vessel industrial activities to eliminate inefficiencies and improve coordination across acquisition, sustainment, and maintenance communities.
Serco-NA is seeking a motivated individual to serve as an IB-CHE SME in the SIB Data Analaytics Team, (IB-CHE Industrial Base - Cloud Hosting Environment) supporting high-visibility initiatives that enhance the readiness, resilience, and performance of the U.S. Navy's Submarine Industrial Base (SIB).
In this role, you will systematically map, analyze, and plan the digital transformation efforts across all areas/departments. The core deliverable is a comprehensive portfolio that outlines current capabilities, future requirements, and strategic roadmaps for technology integration, ensuring all digital investments are aligned, and directly support mission objectives.
This position operates in a fast-paced environment requiring daily interaction with suppliers, government stakeholders, and industry partners. You must be a self-starter capable of independently identifying issues, analyzing complex datasets, developing actionable insights, and communicating performance outcomes to senior leadership.
Working remotely,you will be on the dynamic Submarine Industrial Base (SIB) Data Team providing support to the Program Manager and DRPM SUB where you will help manage a dynamic mix of in-house development teams and third-party tool integration projects to deliver solutions that support the SIB program. In this role, you will:
- Identify Digital Elements in Active Projects (the 'What'): Actively inventory all current and planned projects within each I4.0 area that have or could have a significant digital component.
- Define Required Digital Capabilities (the 'How'): For each identified project, define the specific digital capabilities required for its success, translating operational needs into technical specifications.
- Build a Centralized Requirement Repository: Create a master list of all identified digital needs, from software and hardware to the specific capabilities defined.
- Develop Area/Department-Specific Capability Roadmaps: For each department, produce a tailored roadmap that visualizes their digital projects, dependencies, and a timeline for implementation.
- Define IT Infrastructure Needs: Accurately document the required IT infrastructure for each project, including necessary ATO certifications, data lake capabilities, cloud services, and network requirements.
- Support data ingestion, processing, and visualization workflows to deliver actionable insights to government stakeholders.
- Collaborate with a cross-functional team of analysts, data engineers, front-end developers, and subject matter experts to deliver mission-critical solutions.
- Present findings through reports, dashboards, and briefings to both technical and non-technical audiences.
- Report progress and metrics to the Data Director and other senior stakeholders.
- Provide program, analytical, and acquisition management support to senior level SIB executives as required.
- Work with the SIB team, which is spread across the United States focused on workforce development/marketing, supply chain/sustainment, and technology developments.
- Interact with industry and senior leadership.
- Assist in drafting information papers in response to Congressional inquiries.
- Provide input to Report to Congress regarding SIB spend goals and associated return on investment.
- Contribute to the development of data-driven insights and analytic solutions that help identify, assess, and mitigate risks in complex supply chains.
- You will partner closely with Product Owners, the Data Director, and other stakeholders to maintain delivery cadence, transparency, and accountability.
- Interface with leadership and identify issues with little guidance.
- Develop and articulate business plans.
- Work with other companies to create statements of work with deliverables.
- Take charge and drive your plan to success and achieve actionable results that provide a return on investment.
To be successful in this role, you will have:
- Ability to maintain/trasnfer a DoD Secret security clearance.
- US Citizenship.
- A Master's degree in Data Science, Computer Science, Statistics, Engineering, or a related field and 5 years of hands-on experience in data science, analytics, Industry 4.0, or applied machine learning or similar/related experience.
- or a Bachelor's degree and 8 years of hands-on experience in data science, analytics, Industry 4.0, or applied machine learning or similar/related experience.
- Certification(s) in product management/product ownership
- Advanced Knowledge of the smart manufacturing and digital plant/twin ecosystem
- Advanced knowledge of cloud ecosystems and services
- Strong proficiency in data science libraries.
- Experience with databases (SQL and/or NoSQL) for querying and analysis.
- Strong problem-solving skills and the ability to communicate technical insights clearly.
- Strong communication, facilitation, and conflict-resolution skills.
- Outstanding communication skills, both written and oral.
- Customer-oriented team player mindset focused on mission who is self-motivated, driven and can work independently and remotely.
- Ability to travel 10% of the time to locations such as Washington, D.C. as needed.
