Job Description
GovCIO is currently hiring for a Sr. Analyst/JIRA SME to to join our Patient Care Services Product Line Support team with the Department of Veterans Affairs (VA). You will blend your knowledge of agile software development with a passion for solving problems and supporting tools as part of the team. This position is a US-based, fully remote position. Core business hours are 8am-5pm ET.
Responsibilities
The objective of this role is to support Jira standardization efforts in the Product Line, along with user support of Jira to enable end-to-end visibility across the entire product line. You will be working with Health Portfolio Jira Standardization leads and product scrum teams to promote and implement best practices in Jira.

- Understand and document the client's business issues and data challenges, serve as a liaison between Scrum teams and Health Portfolio Jira Standardization leads to plan and coordinate Jira Standardization activities.
- Provide hands-on support to integrate tools and drive data/workflow standards across a suite of tools, especially Jira, Jira Advanced Roadmaps and Jira Align.
- Identify and document the gaps of current implementation against standard templates; recommend alternatives for better alignment to standard templates.
- Provide ongoing training and technical support for end-user use of Jira in support of Software Development Life Cycle (SDLC) and ad-hoc questions.
- Support Jira instance configuration. to include Jira filter development, reports, dashboards, and roadmaps.
- Ability to proactively seek out, collaborate and establish relationships with critical partners, such as multiple Scrum teams, Scrum Masters, Product Managers to ensure integration, coordination & execution of work.
- Understand existing processes and identify how to improve and streamline to improve team efficiency and effectiveness with a focus on SAFe framework.
- Willingness to take the lead during discussions with various stakeholders, identify action items, track and monitor progress, and provide status updates.
- Leverage excellent writing skills to translate complicated issues from multiple information sources into a clear point of view, and create a compelling, concise, and well-written narrative.
Qualifications
Required Skills and Experience
- Bachelor's Degree in: Business, Information Systems, Engineering, Computer Science, Systems, Business or related scientific /technical discipline, 8+ years of related experience. Additional 5 - 8 years of related experience may be substituted for education.
- Detailed understanding of how to configure, administer and support Jira/Jira Align to be in alignment of standardized templates.
- Prior experience in supporting user community to troubleshoot and resolve issues in Jira /Jira Align/Agile Tools.
- Strong analytical, problem-solving, and organizational abilities.
- Ability to work independently with minimal guidance and supervision as well as in a team environment.
- Ability to meet deadlines (short turnarounds sometimes required)
- Well written and oral communication skills.
- Proficiency with Microsoft Office Suite products such as Word and Excel, and PowerPoint.
- Ability to foster collaborative relationships with other teams and external stakeholders.
- Ability to think "outside of the box" while communicating or dealing with coworkers and stakeholders having various skill sets and for different situations.
Clearance Required: Ability to obtain and maintain a Suitability/VA Public Trust
Preferred Skills and Experience
- Certification, Knowledgeable of Scaled Agile Framework (SAFe), Lean Kanban, DevSecOps or other iterative development approaches (highly preferred).
- Strong facilitation, written and communication skills.
- Experience with Power BI, GitHub, JIRA, Confluence, SharePoint, and Teams (highly preferred).
- Experience with Agile Accelerator
