Duties
Help
  • You will provide direct technical and administrative supervision to Engineers, Electronic Technicians, Logistics Specialists, Program Managers, Oceanographers, Physical Scientists and staff.
  • You will assign projects to personnel by providing general guidelines, objectives, priorities and schedules.
  • You will resolve difficult technical and administrative problems, coordinate between Branch personnel and divisions for scheduling, staffing, and reporting progress of projects.
  • You will oversee overall technical direction and coordination of operational survey system support requirements of the Branch.
  • You will plan and directs efforts in support of maintenance and repair, installation, and operation, ashore and in the field of survey systems.
  • You will prepare and submit budget requirements to support planned work, facilities and hardware acquisitions for the Branch.

  • MSP/PPP applicants must currently hold the required security clearance.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • The incumbent must have a final Top-Secret Clearance based on a current T5 and granted full ICD-704 eligibility.
  • Continuous vetting updates of the T5 will be initiated at five-year intervals to maintain continued eligibility for access to SCI material and data.
  • The employee is required to spend time aboard naval survey vessels in accordance with guidelines established in NAVOCEANOINST 3120.13D, under high-risk conditions with exposure to extreme environmental situations and weather conditions.
  • The employee is required to work over the side or on the stern of a ship, launching and recovering heavy objects under hazardous conditions.
  • At-sea transfers via helicopter or small craft to shore sites are sometimes required.
  • Motion sickness and excessive fatigue are not unusual, and the employee is usually on his/her feet for eight to twelve hours continuously each day.
  • Extensive travel required by both shore-based and sea duty, particularly overseas, may result in physical and mental stress due to long travel periods, interrupted sleep patterns, and time lag.
Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

Experience leading teams or formal direct supervision, which included independently defining scope, determining personnel requirements and supervising completion of complex multi-discipline projects. Expert experience with theories and concepts that directly apply to oceanographic sensor systems, support equipment and at-sea operations. Training and experience and qualifications as an SNR performing at least (1) survey in this role in its entirety from planning to final reporting. Experience preparing technical documentation and contributing to effective communication by sharing information and updates within a multi-disciplinary project team..

  • Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

  • Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

    Individual Occupational Requirements
    Basic Requirements:
  • Degree: major study of at least 24 semester hours in oceanography or a related discipline such as physics, meteorology, geophysics, mathematics, chemistry, engineering, geology, or biology, plus 20 additional semester hours in any combination of oceanography, physics, geophysics, chemistry, mathematics, meteorology, computer science, and engineering sciences.
  • or
  • Combination of education and experience -- course work as shown in A above, plus appropriate experience or additional education.
  • Applicants who qualify on the basis of major study in biology or geology must have had at least 6 semester hours in the major directly concerned with marine science or 6 semester hours in oceanography; applicants who qualify on the basis of other physical sciences or engineering must have had differential and integral calculus and at least 6 semester hours in physics.
