Incumbent typical work assignments may include the following:
  • Serves as a team lead for financial management staff, assigning and reviewing work, monitoring progress, and ensuring timely completion of assignments. Provides guidance, coaching, and technical direction to staff while ensuring alignment with organizational priorities and financial management objectives.
  • Develops, analyzes, and manages budget formulation and execution activities. Reviews funding requirements, monitors obligations and expenditures, and evaluates the use of funds to ensure effective and efficient resource utilization in support of program goals.
  • Performs complex financial analysis using a variety of financial systems and data sources. Develops reports, forecasts, and briefings to inform leadership on financial status, trends, risks, and recommendations for corrective actions.
  • Interprets and applies financial management laws, regulations, and policies. Advises senior leadership on financial matters, resource allocation, and program impacts, ensuring compliance with applicable guidance and supporting informed decision-making.
  • Participates in the development, implementation, and improvement of financial systems, reporting processes, and internal controls. Leads or contributes to special projects, audits, and cross-functional initiatives to enhance financial management operations and organizational effectiveness.

  • This position requires you to obtain and maintain the Department of Defense Financial Management Certification Level 2 within two years from the date of appointment into this position.
  • This position requires you to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and annually thereafter.
Qualifications

In order to qualify for this position, you must meet the requirements described below.

You may qualify at the GS 13 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the GS 12 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to: 1) Perform financial management analysis involving budget formulation and/or execution, evaluating financial data, and providing recommendations to support organizational resource allocation and program effectiveness: 2) Interpret and apply financial management laws, regulations, and policies to develop guidance, ensure compliance, and advise leadership on financial or programmatic decisions; 3) Lead or coordinate financial management activities, projects, or teams, including monitoring work progress, reviewing outputs, and implementing improvements to financial systems, reporting processes, or internal controls.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, as part of their application package, a "certification" of active service in lieu of a DD-214, indicating the service member is otherwise eligible and will be discharged or released within 120 days from the date of submission..
