Duties
As a HEALTH SYSTEMS SPECIALIST (Title 32) with the Texas Air National Guard, your duties will include, but will not be limited to:

SPECIALIZED EXPERIENCE :
At least one full year of specialized experience equivalent to the next lower grade level (GS-07). With progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
OR
A master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. May substitute an educational degree study program for some specialized experience. Qualifying education requirements includes course work in fields closely related to those specified below:
An Undergraduate Degree in Health Administration, Health Care Administration (or equivalent), Health Care Management, Health Management and Policy, Health Services Administration (or equivalent), Hospital Administration (or equivalent), or related fields such as, Primary Care Management. Other completed degrees in Accounting, Business Administration, Business Management, Economics, Finance, Marketing, Statistics, Information Systems Management, Biomedical Engineering, Clinical Engineering and Health Management/Health Systems Engineering, Operations Research or other closely-related degree fields.
Or
A Graduate Degree in Health Administration, Health Care Administration (or equivalent), Health Care Management, Health Management and Policy, Health Services Administration (or equivalent), Hospital Administration (or equivalent), Accounting, Business Administration, Business Management, Economics, Finance, Marketing, Statistics, Information Systems Management, or other business-related equivalent.
Special Provision for Inservice Placement:
Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:

Trial Period:

As a HEALTH SYSTEMS SPECIALIST (Title 32) with the Texas Air National Guard, your duties will include, but will not be limited to:
- Assists in planning, controlling, directing, organizing, and implementing all medical administrative, operational, training, and personnel activities designed to ensure medical readiness of the unit.
- Manages medical service personnel in planning, providing, and evaluating patient care activities and related training programs, both on the aircraft and on the ground. Organizes and directs administrative and operational duties.
- Reviews and determines medical care, as related to aeromedical evacuation procedures, ensuring the highest level of care is provided. Conducts statistical analysis and identifies trends in core competencies, crew currencies, and proficiencies. Develops, consolidates, and compiles data, evaluates program effectiveness, prepares reports, and briefs Executive Management team at Squadron, Group, and Wing level, as well as higher headquarters. Recommends and implements actions and processes to enhance overall unit and personnel readiness, and/or to correct deficiencies in existing programs.
- Establishes and is responsible for on-the-job (OJT) training, the sustainment training program for enlisted personnel, proficiency training, and acts as trainer and certifying official. Determines training needs, schedules personnel for appropriate training, and conducts follow-up review to ensure appropriate training has been accomplished.
- Performs as flight instructor/examiner to ensure operational readiness of medical specialists on actual and/or simulated aeromedical evacuation missions. Serves on the unit Review and Certification Board and conducts initial, re-qualification, and periodic flight standardization/evaluation checks of assigned medical specialists. Serves as Flight Instructor for ground and flight training for initial upgrade as well as re-qualification training.
- Manages, operates, maintains, interprets, and monitors the Air Force Operations Resource Management System (AFORMS) to ensure proper posting of training, requirements for training, effectiveness of the continuation training program, air crew information at the squadron level.
- Performs as a Charge Medical Technician or Medical Technician on large multi-engine transport aircraft during dedicated aeromedical or combined aeromedical/airlift missions.
- Conducts public relations appearances and speaking programs in support of recruiting activities. Coordinates all aspects of enlistment actions with appropriate base activities to ensure timely accession to the unit.
- Manages the unit deployment program. May serve as Unit Deployment Manager. Manages the Isolated Personnel Report (ISOPREP) program. Manages the unit recall program. Manages the unit mobility equipment program.
- Executes unit budget, to include preparation and monitoring expenditures, as well asestablishment of long range requirements and current year shortfalls.
- Assists the Senior Health System Technician in the recruiting program to ensure full manning of the unit. Maintains close liaison with recruiting sources in the military/civilian populous to include medical and academic institutions. Promotes the Medical Program by means of new media, personal contacts, and speaking engagements. Coordinates the accomplishment of interviews, arranges for induction physicals and military aptitude testing, and the accomplishment of all related forms for appointment or enlistment.
