Blue Rose Consulting Group, Inc. (Blue Rose) is seeking a skilled Computer-Based Training (CBT) Developer to support a federal client in designing and delivering high-quality digital learning solutions in a secure environment.
In this role, you will partner with subject matter experts to translate complex learning objectives into engaging, learner-centered training experiences. You will focus on end-to-end training design and digital content creation, playing a key role in developing innovative e-learning content that supports workforce readiness, knowledge transfer, and mission-critical training initiatives.

What You'll Do
As a Computer-Based Training (CBT) Developer, you will:
- Design and develop interactive digital learning materials, including computer-based trainings (CBTs), micro-learning videos, and instructional content
- Collaborate with subject matter experts to translate learning objectives into effective training solutions
- Create cohesive curricula and performance support materials aligned with program goals
- Develop visually engaging content using tools such as Articulate 360 (Storyline), Camtasia, and Adobe Creative Cloud
- Apply instructional design principles to ensure effective knowledge transfer and learner engagement
- Design and develop instructional materials that serve as supporting resources for classroom instruction
- Utilize strong creative vision to the entire development lifecycle, ensuring a polished and consistent user experience
- Ensure all training materials meet Section 508 accessibility compliance standards
- Maintain consistency and quality across all training deliverables
- Support updates and enhancements to existing training content
Schedule & Shift Details
- Full-time (40 hours/week)
- Remote work
- U.S. Citizenship required
- Bachelor's degree in Instructional Design, Education, Communications, or related field
- Minimum of 4+ years experience developing e-learning content using Articulate Storyline 360
- Experience creating digital learning content using tools such as Camtasia and Adobe Creative Cloud
- Experience designing training materials for adult learners in professional or technical environments
- Knowledge of Section 508 accessibility standards and compliance
