MITRE National Security Sector (MNS) and the National Security Engineering Center (NSEC) FFRDC have placed emphasis on solving challenging problems that cut across all Departments and Agencies, Industry, and International Partners. As a systems engineering and integration FFRDC, NSEC enables the Department of War to develop integrated solutions that maximize the capabilities of the Military Departments, Intelligence Community (IC), and Interagency.
This position will report to the DoW and Services (D&S) Center in MNS and is aligned to the increasing sponsor demand for strategic non-kinetic effect options across the competition, crisis, and conflict spectrum, leveraging work programs in Strategic Cyber, Strategic Economics, and Strategic Influence.
The Director of the Strategic Non-Kinetic Effects (SNKE) Mission Division supports the effective and efficient delivery of integrated work programs that create common capabilities and develop talent in critical technical areas. Building upon existing work programs across the Office of the Secretary of War (OSW), United States Cyber Command (USCYBERCOM), the Services, and IC partners, the SNKE Director will leverage an "Executive Agent" model to partner with MNS Officers, Centers, and Cross-Cutting Priorities to deliver integrated solutions across the cyber, influence, and economic domains.
Roles & Responsibilities:
As the Managing Director of the Strategic Non-Kinetic Effects (SNKE) Mission Division, the candidate will lead a cutting-edge organization focused on developing and implementing innovative solutions to address complex national security challenges. The Managing Director will be responsible for shaping the future of non-kinetic warfare and driving the development and implementation of SNKE solutions that leverage cyber, economics, and influence operations to achieve strategic objectives. The candidate will be responsible for the development of division strategy and key relationships and the growth of a first-class organization that will provide the U.S. with innovative non-kinetic solutions. In coordination with the SNKE Division Chief Engineer, the Managing Director will be responsible for the development and execution of multiple direct work programs. The Managing Director will be accountable to the MNS Vice President, D&S Center, for all aspects of sponsor facing and internal division operations. The candidate will also work with the MNS Cross Cutting Priority Leads to ensure alignment of the SNKE work program where appropriate with efforts across the company in key areas to increase sponsor impact and scalability.

Strategic Leadership
- Partner with leaders and staff to develop and execute a long-term vision for the Mission Division.
- Collaborate and partner with the other Managing Directors in the execution of the D&S Center strategy and shaping existing and emerging work in support NSEC sponsors
Operational Excellence:
- Oversee the day-to-day operations of the Division, ensuring effective project management and high-quality deliverables.
- Manage the Divisions budget and monitor financial performance and execution.
Sponsor Relationships
- Build and maintain strong and trusted relationships with key sponsors and stakeholders, understanding their needs and delivering exceptional value.
Innovation
- Encourage a culture of innovation, identifying emerging technologies and trends, and driving the development of innovative solutions.
Technical Excellence
- Drive the development and implementation of advanced technologies and techniques for our sponsors.
- With the Division Chief Engineer, develop and provide oversight of the work program
- Drive technical quality and lead the development of technical quality standards within the Division
- Provide constructive feedback on leadership, staff hired, staff development, and training initiatives necessary to ensure appropriate technical quality is achieved
Talent Development
- Recruit, develop, and retain top talent, fostering a high-performing and engaged workforce.
- Mentor, train, and develop staff within the appropriate organizational scope
- Collaborate and partner with resource organizations to ensure they provide the highest quality skillsets and capabilities to meet the needs of the division.
Basic Qualifications:
- Bachelor's of Science degree with 15 years of related experience, Master's of Science degree with 12 years of related experience, PhD with 10 years of related experience in the national security area.
- Proven track record of successful experience leading technology development and integration, strategy and business development, technical and engineering services, program and portfolio management, and government program leadership
- Success in providing sponsors with advice to address critical issues, setting and meeting strategic objectives, and advancing short and long-term program goals.
- Excellent leadership skills including persistent, tactful, and persuasive communications, conflict resolution, and trust building.
- Demonstrated ability to develop a strategic vision and use that vision to guide short and long-term execution.
- Maturity and expertise balancing performance and mission impact against effective risk management and technical quality.
- Ability to prioritize multiple competing demands and simultaneously handle diverse commitments to multiple stakeholders.
- Demonstrated ability to develop and maintain strong partner and sponsor relationships at the most senior levels of diverse organizations.
- Excellent business acumen and demonstrated ability to develop, plan, and implement cross-cutting strategies in a complex multi-stakeholder environment.
- Experience working across multiple technical disciplines with a desire to do cross-disciplinary work assessing concepts for novel national security systems and sensors in operational contexts.
- History of team building, achieving team goals, and growing trust.
- Top Secret Clearance with ability to obtain and maintain an SCI.
- U.S. Citizenship required
- This position requires a minimum of 4-days a week on-site.
Preferred Qualifications:
- Familiarity with joint, coalition, and interagency operations, authorities, and missions.
- Demonstrated expertise working with DoW, Intelligence Community, and Interagency government organizations, including senior government leaders, as well as diverse commercial organizations from small start-ups to large established corporations.
- Proven success working across organizational boundaries, create win-win approaches for complex multi-sponsor challenges, and manage effectively through influence to achieve successful whole-of-MITRE outcomes
- History of success developing new pilots, programs, and mission applications, including navigating both internal organizational processes and government programmatic processes.
- Maturity and expertise balancing performance and mission impact against effective risk management and technical quality.
- Ability to prioritize across multiple competing demands and simultaneously handle diverse commitments to multiple stakeholders.
- TS/SCI clearance
