Job Description

Duties

  • You will serve as the Naval Petroleum Office (NPO) focal point for all petroleum, oil, and lubricant (POL) quality related issues for ashore and afloat naval fuel activities.
  • You will provide logistics technical support to the technical chairs of the Naval Fuels and Lubricants Cross Functional Team (CFT).
  • You will provide supply and logistics support to assist the Cross Functional Team (CFT) in the operational and policy decisions quality petroleum management.
  • You will be responsible for day-to-day interface with naval customers and to promote Cross Functional Team (CFT) capabilities and expertise when applicable.
  • You will be responsible for Command issues as they arise and may be responsible for representing Naval Petroleum Office (NPO) and CNIC positions.
  • You will provide support across the DON claimancy, with respect to technical and quality-related aspects of petroleum.
  • You will evaluate and advise on the procurement activity (DLA Energy) of the technical acceptability of alternate or equal bids, deviation to existing requirements or waiver requests for petroleum.

Qualifications

GS12: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
  • Experience providing program/project support to coordinate petroleum technical and procedural guidance to help provide oversite and direction to Petroleum Chemist personnel and interface with customers;
  • Experience preparing and coordinating technical description of fuel items and services, for review and validation of technical justifications of petroleum items requests by field commands;
  • Experience participating in research and development and other studies related to fuel handling and storage which results in recommending changes or improvements to policies and procedures;

GS13: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
  • Experience providing lifecycle management of quality petroleum in the petroleum, oil, lubricant (POL) logistics system to ensure adequate supplies for the procurement, transport, storage, delivery and use of fuels to support the industrial operations;
  • Experience providing fuel chemistry expertise to manage all technical and quality-related aspects of fuel requirements to include handling hazards and test methods to supplement, refine, store, and transport petroleum in accordance with regulations;
  • Experience performing analytical research at petroleum testing laboratories to ascertain the nature and degree of contamination and/or deterioration of fuels and lubricants being received and stored;
  • Experience identifying and updating operating policies and procedures related to petroleum products, facility operations, transportation and storage to assure availability to satisfy servicing requirements;

Individual Occupational Requirements

Basic Requirements:
  • Degree: physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics.

    OR
  • Combination of education and experience -- course work equivalent to a major as shown in A above, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education.
