Substance Abuse Professional (SAP Clinician)
Location: Remote (with potential onsite support in AK, CA, and NJ)
Blue Rose Consulting Group, Inc. (Blue Rose) is seeking a qualified Substance Abuse Professional (SAP Clinician) to deliver compliant and effective substance abuse evaluation services under Department of Transportation (DOT) regulations.
In this role, you will provide expert clinical assessments and guidance to ensure compliance with federal drug and alcohol testing programs. You will play a critical role in supporting workforce safety, regulatory adherence, and mission readiness across federal operations.

What You'll Do
As a Substance Abuse Professional (SAP Clinician), you will:
- Conduct substance abuse evaluations in accordance with DOT regulations and SAP guidelines
- Provide recommendations for education, treatment, and follow-up testing plans
- Ensure compliance with federal drug and alcohol testing policies and procedures
- Maintain accurate documentation and case records in accordance with regulatory standards
- Collaborate with program stakeholders to support compliance and case management activities
- Stay current with DOT regulations, training requirements, and certification standards
- Support both virtual and potential onsite service delivery as required
- Current DOT SAP certification required
- Active licensure or certification in one of the following disciplines:
- Physician (Doctor of Medicine or Osteopathy)
- Psychologist
- Social Worker
- Employee Assistance Professional
- Marriage and Family Therapist
- Alcohol and Drug Counselor (ADC) internationally certified through IC&RC
- Must be licensed in Alaska, California, or New Jersey
- To qualify to be a DOT SAP, you must have one of the exact credentials listed below:
- NAADAC/NCC AP (MAC, NCAC I, or NCAC II national credentials)
- NBCC (MAC national credential)
- IC&RC (ICADC or ICAADC international credentials)
- Completion of required SAP training, including:
- Initial validated examination administered by a national recognized professional or training organization (e.g., NAADAC)
- Ongoing continuing SAP education (minimum 12 hours every 3-year renewal period) and certification
Training can be obtained through:
- NAADAC's Substance Abuse Professional's U.S. DOT Alcohol and Drug Testing Regulation Qualification/Re-qualification Independent Study Course
- Attending a live NAADAC in-person or virtual SAP training
Demonstrated Advanced experience with:
- DOT drug and alcohol testing regulations and compliance requirements
- Clinical assessment and substance abuse evaluation processes
- Case documentation and regulatory reporting
- Working with multidisciplinary teams in regulated environments
Note: State level credentials are NOT accepted except those noted below:
- Licensed physician (Doctor of Medicine or Osteopathy)
- Licensed or certified psychologist
- Licensed or certified social worker
- Licensed or certified employee assistance professional
- Licensed or certified marriage and Family Therapist
- ADC (Alcohol & Drug Counselor) credentials issued by IC&RC (International Certification & Reciprocity Consortium), preferably the ICADC or ICAADC. Only IC&RC-issued state ADC credentials are accepted. The credential certificate itself needs to indicate it is issued by IC&RC or that the state board is an IC&RC member board
