Reporting directly to the Deputy Program Manager, the Deputy, Demil & Ammunition supervises the demilitarization (DEMIL) and disposal of conventional ammunition, missiles and other items IAW both the Demil and the Environmental PWS. This position ensures compliance with all existing and pertinent International, Federal, State, and Local statutes, laws, and regulations for the safeguarding, and handling, processing, storage, transportation, disposition and disposal of ammunition and explosives in accordance with DoD 4145.26-M, "DOD Contractor's Safety Manual for Ammunition and Explosives", DODI 4140.62, "Material Potentially Presenting an Explosive Hazard (MPPEH)", and DOD 6055.09M Volume 7, "DoD Ammunition and Explosives Safety Standards: Criteria for Unexploded Ordnance, Munitions Response, Waste Military Munitions, and MPPEH." This position is the primary contractor lead at the Army Depot for all Demil operations, to include Open Burn, Open Detonation, Disassembly and Disposal.
This is a contingent position expected to be located in Hawthorne, NV. The pay range for the position will be provided at the time the position is no longer contingent.

What You'll Do
- Prepare, submit to the Contracting Officer for acceptance, and maintain Standard Operating Procedures (SOPs) for DEMIL at HWAD for each MIDAS family and process IAW DoDM, 4160.28-M "Defense Demilitarization volumes 1-3, DoD, 4145.26-M entitled "DoD Contractor's Safety Manual for Ammunition and Explosives", DoDI, 4140.62 MPPEH, DI-SAFT-81640, DA PAM 385-64 and appropriate CDRL(s).
- Ensure complete and safe demilitarization of assets, to include ensuring proper disposition, treatment, or disposal of all materials IAW DoDM 4160.28 Defense Demilitarization, Volumes 1 through 3, in an environmentally safe manner.
- Recover and recycle propellant, explosives, pyrotechnics (PEP); explosive materials; and hazardous materials as much as feasible, providing end-use and inert certifications for demilitarized components for re-sale.
- Destroy ammunition with critical defects which are considered hazardous to store as soon as possible in accordance with Government-approved procedures.
- Develop and provide a monthly report of scheduled vs. actual short tons for each funded Demil project. The report shall be in Contractor's format, submitted to the Contractor DPM and PM for review, and ultimately submitted to the Government. Additional metrics and reporting will be required.
- Ensure all ammunition/explosives to include donor materials on the open burn/open detonation ranges comply with the security requirements of AR 190-11 at all times.
- Supervise clearance of access roads to ranges used for open burn and open detonation of fragmentation and other debris.
- Oversee a training program and certify employees are IAW DoD 4145.26-M, "DoD Contractor's Safety Manual for Ammunition and Explosives" and AMC 350-4. This will be performed in conjunction with a designated Safety Manager.
- Support the PM's efforts to maintain a positive organizational climate with the highest professional and ethical standards.
- Plan, execute, monitor and control personnel and financial resources.
- Ensure that all required actions are adequately planned and that all projects and tasks under the contract run within scope, time, and budget constraints.
- Manage multiple teams led by subordinate managers and/or supervisors, including subcontractor personnel.
- Develop program status reports.
- Interface with senior Government personnel, technical and non-technical staff, subcontractors, and support personnel.
- Support process improvement and innovation.
- Bid and proposal support if requested.
- Other duties as assigned.
Required Qualifications:
- An active secret clearance is required to be considered for this position.
- High School degree with minimum of 12+ years of relevant operational experience on a military installation, OR associate's degree from an accredited university in engineering, science, business, or related field with 10+ years of relevant management experience, OR bachelor's degree from an accredited university in engineering, science, business, or related field with 8+ of relevant management experience, OR master's degree with six or more (6+) years of relevant management experience.
- Can demonstrate knowledge of DoDM, 4160.28-M "Defense Demilitarization volumes 1-3, DoD, 4145.26-M entitled "DoD Contractor's Safety Manual for Ammunition and Explosives", DoDI, 4140.62 MPPEH, DI-SAFT-81640, and DA PAM 385-64.
- Must be fluent in speaking and writing the English Language.
- Must possess basic computer literacy and data entry skills.
- Demonstrated proficiency in Microsoft Office applications (to include MS Word, Excel, PowerPoint, etc.).
- Strong attention to detail and organizational skills.
- Excellent verbal and written communication skills.

- Must be able to work in a fast-paced, changing, and challenging environment.

Desired Qualifications:
- Project Management Professional (PMP) certification or DAWIA Level III in Program Management.
- Prior US Army Materiel Command experience, ideally within the Joint Munitions Command.
- Prior Hawthorne Army Depot experience, ideally within the HWAD Open Burn and/or Open Detonation operations.
- At least five (5) years of experience in Supervisory Demil experience, overseeing operations and/or shifts including over 50 staff.
- Experience and/or knowledge of Unions and/or Collective Bargaining Agreements.
Physical Requirements:
- Must be able to remain seated in a stationary position 50% of the time. Must also be able to alternate between sitting, standing, and walking.
- The ability to lift items that may weigh up to 50 pounds.
- The work requires some physical exertion, such as long periods of standing, or recurring and considerable walking, stooping, bending, crouching, and climbing such as performing regular shop activities, inspections, or to observe and study operations in an industrial or comparable work area, or on-board ships, submarines, and/or in weapon facilities.
- The ability to operate heavy machinery and industrial tools with limited to no supervision. Examples may include but are not limited to: Electric/Diesel Forklift, CNC Milling Machine, Welding/Soldering, CAT III Overhead Crane, pallet jack, "Big Joe" stand-behind pallet lift mechanism, and more.
- Travel Required ~10% travel required.
