The Science & Technology Protection Specialist Senior IP will support the Air Force Research Laboratory, Information Protection (AFRL/IP) Headquarters (HQ) as a primary senior security expert to support and coordinate with Technical Directorate (TD) leadership in execution of duties. This position will provide functional and specialized support, strategic direction, and oversight of the operations and business functions.

Responsibilities

  • Assist with delivering specialized training to Science and Engineers (S&Es) in S&T Protection Plan (S&TPP) efforts to include identifying and validating security requirements, providing guidance and policy implementation to ensure the protection of technologies and related information of various classification levels.
  • Provide guidance on S&TP and S&TPP post risk-based security review for any given program, project, and technology area.
  • Assist with high-level briefings with senior leadership
  • Develop or evaluate programs, project, or technology area security risk assessments and analyses, and provide mitigation plans.
  • Provide security oversight for all aspects of technology control and S&T protection planning as well as development of certification and accreditation documents involving S&T Protection Working Groups for AFRL, Secretary of the Air Force for Acquisition, Technology, and Logistics (SAF/AQ), Office of the Under Secretary of War for Research and Engineering (OUSW(R&E)) component levels for research, emerging technology of science and technology, and innovating technologies.
  • Provide support as a technical security advisor to internal and external entities on matters affecting overall protection architecture.
  • Review S&T Protection Plans (S&TPPs), manage enterprise-level tools and policy to assist with S&T protection efforts, identify and validate security requirements through development of appropriate countermeasures with the identified risk.
  • Guide S&TP Leads through the Discovery, Development, and Delivery Phases to the technology transition/transfer into the Acquisition lifecycle of innovative technologies.
  • Provide guidance to ensure the protection of technologies and related information identified as sensitive, Controlled Unclassified Information (CUI), STINFO, classified, Critical Technology Elements (CTEs) and Essential Technology Elements (ETEs) in reporting to Critical Program and Technology List (CP&TL) to OUSW R&E.
  • Assist with Department of War/Department of the Air Force (DoW/DAF) policy for the implementation of relevant Federal Laws, Presidential directives, and other federal directives related to S&T Protection and Program Protection.
  • Other duties as assigned

Qualifications

  • Master of Arts (MA) /Master of Science (MS)
  • Minimum twelve (12) years of experience in the respective technical/professional discipline
  • Minimum five (5) years must be in the DoD OR
  • Bachelor of Arts (BA)/Bachelor of Science (BS) degree
  • Minimum fifteen (15) years of experience in the respective technical/professional discipline
  • Minimum five (5) years must be in the DoD OR
  • Minimum twenty (20) years of directly related experience
  • Possess and maintain a Security Fundamentals Professional Certification (SFPC) certification
  • Minimum eight (8) years of experience with the DoD
  • Possess an active TS clearance.

Knowledge, Skills and Abilities
  • Possess advanced knowledge, experience, and recognized ability to be considered an expert in their technical/professional field.
  • Ability to perform tasks and oversee the efforts of junior and journeyman personnel within the technical/professional discipline
  • Knowledge of their technical/professional discipline
  • Possess a comprehensive understanding and ability to apply associated standards, procedures, and practices in their area of expertise
  • Experience understanding, communicating, coordinating, prioritizing, file maintenance, database management, reporting and presenting development for diverse audiences.
  • Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy and the ability to maintain good working USG relationships.
