Job Description
What you'll do
The Integrated Solutions Business Unit is seeking a disciplined and financially astute Program Manager to drive operational excellence across our service support portfolio. You will personally manage government contracts with a primary focus on the programmatic infrastructure: financial health, contract compliance, and service delivery velocity. You will be the authority on how we execute, ensuring every program under your watch meets its EAC targets and revenue goals.
The day-to-day
1. Financial Management & Budget Planning
• P&L Responsibility: Manage full Profit & Loss responsibility for assigned programs.
• Financial Reviews: Conduct rigorous monthly EAC (Estimate at Completion) reviews to forecast variance and protect margin.
• Performance Tracking: Implement EVMS principles to track schedule and cost performance indices (SPI/CPI), ensuring early identification of deviations.
• Forecasting: Lead preparations for Business Implementation Reviews (BIR) and quarterly financial look-aheads to ensure accurate revenue recognition and cash flow planning.
2. Operations & Service Delivery
• Sustainment & Maintenance: Coordinate lifecycle support, maintenance scheduling, and the deployment of field technicians to meet mission requirements.
• Performance-Based Services: Drive a proven track record of meeting Key Performance Indicators (KPIs) and managing surge staffing requirements for large-scale service programs.
• Technical/IT Services: Oversee help desk operations, technical documentation updates, and customer-facing support workflows to ensure high satisfaction levels.
• Vendor Management: Oversee key subcontractors and service vendors, ensuring they meet flow-down requirements, quality standards, and delivery timelines.
3. Contract Management & Compliance
• Scope Control: Rigorously manage the program baseline; identify "scope creep" immediately and drive the Engineering Change Proposal (ECP) process to capture additional value.
• GovCon Compliance: Ensure strict adherence to FAR/DFARS clauses, limitation of funds (LOF) notifications, and CDRL/SDRL delivery schedules.
• Risk & Opportunity: Maintain a live Risk & Opportunity register, quantifying financial exposure and executing burn-down plans for programmatic risks.
4. Leadership & Resource Management
• Resource Optimization: Work with functional leads to budget and book resources, optimizing utilization rates across the Integrated Solutions portfolio.
• Team Coordination: Lead cross-functional teams to ensure program alignment and high-quality technical writing for contractual correspondence.
What you'll need
• Industry Experience: 8+ years of Program Management experience in the Defense industry is a baseline requirement.
• Contractual Expertise: A proven track record of managing fixed-price and cost-plus contracts.
• Financial Acumen: Deep expertise in program finance, including EACs, variance analysis, revenue recognition, and forecasting.
• Methodology: Strong command of Earned Value Management (EVM) principles and Integrated Master Schedule (IMS) development (Microsoft Project or Primavera).
• Education: Bachelor’s degree in Business Administration, Finance, Operations Management, Industrial Engineering, Computer Engineering, or a related technical field.
• Certification: PMP (Project Management Professional) certification is required; however, the description allows for it to be obtained within 6 months of accepting the role.
• Clearance: Active Secret Clearance
What will help you on the job
• Advanced Education: An MBA is considered "a plus"
• Service Support Expertise: Experience managing service-level agreements (SLAs), sustainment operations, and workforce resource allocation for technical support contracts.
