Senior Project Manager / Program Manager – Intelligence Community
Clearance Required: Active TS/SCI with CI Polygraph
Work Environment: Classified / Mission-Critical Programs
Role Overview
We are seeking a senior-level Project Manager to lead complex, mission-critical technology programs supporting intelligence community customers. This role requires deep experience delivering cloud, DevSecOps, AI-enabled, and enterprise IT modernization solutions while managing cross-functional technical teams, federal stakeholders, and multiple concurrent initiatives in Agile environments.
The ideal candidate is a seasoned delivery leader who can translate mission needs into executable plans, manage risk across classified programs, and communicate effectively with senior government leadership.
Key Responsibilities
Lead end-to-end delivery of complex federal technology programs supporting intelligence and national security missions
Manage multiple concurrent projects or portfolios involving cloud platforms, DevSecOps pipelines, Kubernetes-based systems, AI/ML-enabled solutions, and enterprise software development
Develop and maintain integrated project plans, work breakdown structures (WBS), milestones, schedules, LOEs, ROMs, and KPI dashboards
Identify, assess, and mitigate technical, security, schedule, and operational risks across the full program lifecycle
Apply Agile and Scrum methodologies to drive delivery, accountability, and continuous improvement across development teams
Facilitate Agile ceremonies and support delivery teams in Scrum Master–like capacities as needed
Interface directly with senior government stakeholders to provide clear, concise briefings on program status, risks, timelines, and outcomes
Lead and coordinate cross-functional teams including software engineers, cloud architects, DevSecOps engineers, AI/ML specialists, cybersecurity personnel, and vendors
Ensure solutions comply with intelligence community governance, security, and risk management frameworks
Collaborate with partners and subcontractors to ensure performance, integration, and delivery alignment
Support strategic planning, workforce shaping, and delivery scaling for long-term mission success
Required Qualifications
Active TS/SCI clearance with CI polygraph
Significant experience supporting Intelligence Community customers
7+ years managing complex federal IT programs or projects
Demonstrated experience delivering solutions involving:
Cloud platforms (AWS, Azure, or similar)
DevSecOps toolchains and CI/CD pipelines
Kubernetes or containerized environments
Enterprise IT modernization or software development
Strong proficiency with Agile project management and collaboration tools such as Jira, Confluence, and GitLab
Proven ability to develop and manage integrated schedules, dependencies, and delivery roadmaps
Experience briefing senior and executive-level stakeholders on technical and programmatic topics
Excellent written and verbal communication skills in classified environments
Hands-on understanding of Agile and Scrum methodologies, including experience functioning as a Scrum Master or Agile delivery lead
Preferred Qualifications
Project Management Professional (PMP) certification
Agile, SAFe, or Scrum-related certifications
Experience managing AI/ML, data, or advanced analytics programs in classified environments
Experience supporting proposal efforts, program growth, or follow-on work within cleared programs
