For the GG11:
-Experience analyzing and recommending costs and benefits of alternate methods of financial management of organization's program and administrative operations.
-Experience applying spend plan labor budget formulation, civilian labor execution monitoring and forecasting.
-Experience utilizing and extracting data from administrative, payroll, and financial management systems.
-Experience analyzing and identifying the conceptualization of budgetary problems and development of alternative solutions.

For the GG12:
-Experience developing and formulating budget requests for programs, to include Civilian labor.
-Experience analyzing and monitoring expenditure funds in an approved budget.
-Experience preparing, analyzing and submitting a variety of financial/budgetary reports such as Certified Obligations, Execution Reports and Spend plans, using Microsoft Office tools, including Excel.
-Experience using data analytical tools to analyze financial spending and historical trends.
-Experience briefing senior leaders, orally and in writing.

Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position.
For the GG11:
Successful completion of a Ph.D. or equivalent doctoral degree; or
Successful completion of 3 full years of progressively higher level graduate education leading to such a degree; or
Possession of an LL.M., if related.
COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be combined to meet the total qualification requirements for the position.

The Cyber Interagency Transfer Authority (CITA) permits movement of CES employees appointed under Section 1599f of Title 10 U.S.C. and excepted service employees appointed under Schedule A, Section 213.3106(b)(11) of Title 5 CFR, info cyber workforce positions in the competitive service and movement of competitive service employees into DoD Cyber Workforce positions within the Military Departments and Defense Agencies.
In accordance with DoDI 1400.25, Volume 3005, Section 3.15, all employees newly appointed to a CES position will serve a 3-year probationary period. Permanent and term employees currently serving in a probationary period in the competitive service or a probationary or trial period in the excepted service will complete the period as prescribed in their original conditions of employment in the new CES position if they transfer without a break in service or are promoted, demoted, or reassigned to a CES position.
- You will perform or advise on work in any of the phases or systems of budget administration, to include certified obligations, labor analysis, and preparation of budget exhibits.
- You will formulate budgets and estimates to support plans, programs, and activities, including presenting and defending budget estimates before authorities.
- You will analyze and recommend costs and benefits of alternative methods of financial management of organization's programs and administrative operations.
- You will plan work, set priorities and schedule work as necessary to assure effective and expeditious accomplishment of priority work without adverse effect on regular and recurring work.
- You will also perform other fiscal, accounting or financial management duties.
