This position is emergency essential (E-E). The incumbent must meet all requirements of E-E positions and may be required, as a condition of employment, to take a series of vaccinations and annual boosters to immunize against anthrax and other diseases. During a crisis, the incumbent or designated alternate must continue to perform the E-E duties until relieved by proper authority. The same will be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an E-E position and requires that the incumbent or designated alternate to be removed from any military recall status. All E-E employees must perform E-E duties during a crisis and/or after noncombatants evacuate. Failing to perform assigned E-E duties may result in disciplinary action against the incumbent up to and including removal from the federal service.
Due to the fact that USCENTCOM operates split headquarters in both Tampa and Al Udied Air Basein Qatar, the Headquarters Commandant is frequently deployed to support split operations. Consequently, theincumbent is often performing the role as the Headquarters Commandant and needs to be able to operate at acommensurate rank.
IAW SA-2024-12, this position requires a physical/medical examination.
This is a Supervisory position. A one-year supervisor probation period may be required.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series 0301.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes knowledge of Unified Combatant Command, Joint Service, and Military Department specialized practices, methods, techniques, structure, political and public sensitivities, inspection requirements, and operations. Knowledge of and understanding of the military supply systems, MILCON and facility maintenance systems. Knowledge of safety, budget and deployment readiness system/program management and implementation.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in -grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of Unified Combatant Command, Joint Service, and Military Department specialized practices, methods, techniques, structure, political and public sensitivities, inspection requirements, and operations.
2. Knowledge of and understanding of the military supply systems, MILCON and facility maintenance systems.
3. Knowledge of safety, budget and deployment readiness system/program management and implementation.
4. Skill in the interpretation of engineering and construction design, methods, practices, drawings, materials, and equipment and sound technical knowledge applicable to construction, equipment or systems design, utility systems, facilities maintenance, hazardous industrial processes, or other applicable areas.
5. Skilled ability to plan, organize, supervise, and utilize communication techniques sufficient to prepare presentations and briefings based on Unified Combatant Command organizational position on a broad range of issues including training, regulatory changes affecting operations.
6. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
