Job Description

SUMMARY:

Project Controls I is responsible for cost control on all assigned projects.

DUTIES AND RESPONSIBILITIES:
  • Work in a team environment with technical, financial, and management staff with the objective of tracking and controlling all contract financial activity.
  • Setup and maintain projects and work break-down structures in the Project module of the Company’s ERP system. Set up labor categories and prevailing wage tables and provide employees access for direct charging to projects.
  • Interact with project management to establish and maintain cost and revenue budgets, and forecasts to generate project EAC and ETC’s.
  • Monthly analysis of actual incurred cost and profit margins identifying any variances and “at risk” spending. Provide clear, timely and accurate reporting to project management team on financial status of contracts of varying type, size, and complexity.
  • Develop, implement and manage reporting data to maintain valuable program controls reports and data for multiple concurring projects.
  • Development of multiple reports to mitigate project risks to include cost reports, cash flow and reports and forecasts.
  • Identify, oversee and mitigate risk.
  • Responsible for project management reporting.
  • Respond to financial inquiries on contract value, contract modifications, funding, revenue, costing, hours, open commitments, and billing issues.
  • Prepare and submit monthly invoices for all assigned contracts, including government final and quick close-out invoices, and other supporting documents.
  • Work with Project Management team and finance/accounting department to review project and cost containment, and on collections of outstanding Accounts Receivables.
  • Monthly review of calculated revenue for anomalies and make appropriate adjustments.
  • Analyze and prepares monthly reconciliations of unbilled/WIP by contract.
  • Review subcontractor agreements and track subcontractor status and open commitments for preparation of monthly accruals.
  • Review and provide appropriate coding to Accounts Payable for subcontractor and other vendor invoices.
  • Performs other related duties as assigned by management.


QUALIFICATIONS:
  • High school diploma or general education degree (GED), or one to three months related experience and/or training, or equivalent combination of education and experience required.
  • Bachelor's Degree (BA) in accounting, finance, or business from four-year college or university, or one to two years of related experience and/or training, or equivalent combination of education and experience preferred.
  • Computer skills required: Microsoft Office products with basic skill level in Excel; Costpoint or other ERP systems; and SharePoint.
  • Minimum of two (2) years of professional cost accounting and project control experience in a corporate environment, preferably with a government contractor.
  • Relevant project controls experience from initial project development through completion including: cost estimating, cost analysis, risk analysis/assessment; stakeholder engagement and performance analysis required.
  • Must have a good understanding of government cost accounting principles, and a complete and thorough knowledge of cost accounting practices to include; GAAP, CAS, and FAR.
  • Experience with DoD (DCAA/DCMA) compliance preferred.
  • Must possess: the ability to identify issues, analyze and interpret data and develop innovative solutions to a variety of complex problems, excellent analytical, verbal and written communication skills to accurately document, report, and present finding; excellent interpersonal skills to influence and guide all levels of employees, including management; the ability to contribute to the development of new processes or systems and communicate new concepts.
  • The ability to work independently or in a team environment is essential as is the ability to work extended hours and travel as necessary.
  • Possess good organizational skills; excellent attention to detail.
  • Strong communication skills: verbal, written and presentation; must be able to clearly and effectively articulate complex business information to all level of employees, contractors and clients.
