The Ground Systems & Services (GSS) Strategic Business Unit is responsible for driving business growth in the ground systems development, operations & sustainment, and technical services markets. This business unit focuses on designing, building and integrating ground systems in support of air and space-based assets, providing operational support for mission platforms and instruments and offering scientific and engineering expertise to our customers.
What You'll Do:
On-Site Work Environment: This position requires regular in-person engagement by working on-site five days each normally scheduled week in the primary work location. Travel and local commute between company campuses and other possible non-company locations may be required.
Working Conditions:
Short Term Incentive: Subject to business performance and recommendations of management, this role may be eligible to participate in an incentive compensation plan.

What You'll Do:
- Responsible for program leadership, direction, and guidance that ensures successful program and mission execution in accordance with the budget, schedule, contract, Statement of Work (SOW), and other applicable specifications and requirements.
- Lead a high-visibility and high-tempo operations team across multiple geographic locations, responsible for 24x7 support to critical national space operations customers.
- Develop and monitor fidelity of the program execution including definition of tasks, program budgets, staffing, and subcontract management.
- Define, secure, organize, and direct staff, resources, standards, processes, procedures, and tools essential for the successful completion of the program.
- Provide sound leadership and team building to motivate, influence, and effectively apply the program staff.
- Develop and practice excellent internal/external communication techniques.
- Act as the main interface with the customer on all program related subjects.
- Provide leadership for team interaction with the operational customers, emphasizing customer satisfaction within contract boundaries.
- Employ knowledge of customer organizations and programs, particularly for national security space missions, to enhance program performance, customer relations, and future growth opportunities.
- Establish, maintain, and lead a cross functional team capable of providing high-availability support up to and including 24x7 365 days a year.
- Provide leadership to identify and implement improvements to operational concepts, procedures, training, and other activities and to meet customer's needs.
- Train the program team on program execution techniques and set and enforce high standards for operational excellence.
- Ensure that program requirements, purposes, objectives, and expectations are communicated and flowed down to the internal team and subcontractors.
- Resolve conflicts, demands, and priorities on assigned programs.
- Recognize, develop, and work to win potential follow-on work, increased scope, and additional programs within the appropriate program customer contacts.
- Work unplanned program issues to a best solution, including development of plans-forward, escalation and increased resources, as required.
- Communicate program status to upper management.
- Manage and support proposals, as required.
- Maintain a regular and predictable work schedule.
- Establish and maintain effective working relationships within the department, the Strategic Business Units, Strategic Capabilities Units and the Company. Interact appropriately with others in order to maintain a positive and productive work environment.
- Perform other duties as necessary.

Required Education, Experience, & Skills
- BS/BA in related field plus 12 or more years related experience.
- Each higher-level degree, i.e., Master's Degree or Ph.D., may substitute for two years of experience. Related technical experience may be considered in lieu of education. Degree must be from a university, college, or school which is accredited by an agency recognized by the US Secretary of Education, US Department of Education.
- A current, active Top Secret/SCI Polygraph security clearance is required.
- Degree in Engineering, Math, Physics, or Space Operations is preferred.
- At least 5 years of Program Management experience with programs managing at least 50 people across multiple geographic locations and dealing with multiple stakeholder organizations.
- At least 5 years of experience supporting 24x7 space-related operational environments.
- At least 7 years in the U.S. Intelligence Community.
- Solid background in space operations with emphasis on ground and space segments and operations programs, including experience using a variety of space operations tools.
- Demonstrated experience leading cross-functional teams in hardware / software development, operations, sustainment, factory reach back, V&V, and integration / deployment into complex Government Enterprise systems.
- Demonstrated experience managing program / project budgets or cost accounts in excess of $100M.
- Demonstrated experience managing large sub-contracts in excess of $25M.
- Demonstrated experience utilizing standard program management tools including:
- Earned Value (EV) principles including planning and budgeting, schedule development, change control, variance reporting.
- Program performance reporting status including program highlights, Cost Performance Index (CPI), Schedule Performance Index (SPI), schedule reporting/progress, technical status.
- Thorough understanding of the risk and opportunity management process as related to program plan.
- Demonstrated ability to work successfully with demanding customers, difficult schedules, and technically challenging projects.
- Ability to self-start and understand the big picture as well as technical, budget and schedule issues at the detail level.
- Must be comfortable and competent with MS Office computer tools including: Word, Excel, Project, PowerPoint and Office.
- Excellent communication skills.
- Excellent presentation development and delivery skills.
- Thorough understanding of Change Control process to control, monitor and resolve internal and external changes related to Program plan.
