Job Description
MANTECH seeks a motivated, career and customer-oriented Manpower Planning Specialist to join our team in Washington, DC.
You will help support our client with critical manpower planning and development activities. This role supports the strategic alignment of personnel to mission requirements through data-driven analysis and comprehensive recruitment management.

You will help support our client with critical manpower planning and development activities. This role supports the strategic alignment of personnel to mission requirements through data-driven analysis and comprehensive recruitment management.
Responsibilities include but are not limited to:
- Managing POM intelligent workbook submissions by assisting with data calls, billet level details, white paper generation, and POM exhibit creation.
- Ma intaining TFMMS and TWMS data to ensure proper alignment of personnel to billets, position descriptions, and requirement documents.
- Drafting memos for civilian manpower controls and managing organizational change reuests, including Table 30 and structural realignments.
- Assisting the Government with managing annual personnel appraisal s and coordinating pay pool discussions in Acquisition Workforce Personnel Demonstration Project ( A cqDemo ) process .
- Providing manpower metrics and reporting on workforce demographics such as gender, race, ethnicity, education, age, and retirement eligibility.
- Managing the full recruitment cycle for entry-level engineer positions, including college selection , hiring fair logistics , and candidate shortlisting.
- Conducting functional analyses and manpower assessments to ensure the workforce is tailored to Navy operational needs and strategic objectives .
- Creating BIN visualizations of the workforce to highlight risks for control overages and identify opportunities for efficient staffing alignment.
Minimum Qualifications:
- Bachelors Degree with 10+ years of progressively responsible experience in workforce planning or human capital management.
- Experience providing guidance on the alignment of personnel based on occupational series and educational backgrounds.
- Proven ability to develop requirements for recurring manpower data analysis and workforce dashboards.
- Experience generating technical documentation such as white papers, position descriptions, and organizational memos.
- Ability to identify manpower risks and recommend modifications to strategic manpower policies and practices.
- Experience coordinating across leadership and HR teams to execute talent management and attrition planning strategies.
Preferred Qualifications :
- Experience with Navy-specific manpower systems including TFMMS, TWMS, and Table 30.
- Proficiency in creating data visualizations to support organizational process improvement.
Clearance Requirements:
- Must hold an active Secret clearance.
Physical Requirements:
- Must be able to remain in a stationary position 50% of the time.
- Needs to occasionally move about inside the office to access file cabinets and office machinery.
- Frequently communicates with co-workers, management, and customers, which may inolve delivering presentations.
- Must be able to exchange accurate information in these situations.
