Job Description

Victory Solutions is a wholly owned subsidiary of Dynamo Technologies. Victory Solutions is a Small Disadvantaged Business providing quality technical and engineering services to NASA, the DoD, Industry and academia.

We are currently seeking a Senior Systems Engineering (SE) professional with deep Configuration/Data Management (CDM) expertise to support the Space Launch System (SLS) Program at NASA Marshall Space Flight Center (MSFC). This role serves as a key integrator across technical disciplines, providing leadership in configuration control, data governance, and Board Secretariat functions supporting Program Control Board (PCB) and related governance bodies.

This position supports programmatic reviews and technical meetings by coordinating data products, reviewing and managing briefing materials, maintaining official records, and tracking actions through closure. The role requires effective use of enterprise tools (e.g., Windchill, Sharepoint, and configuration status accounting systems) to generate metrics, support audits, and ensure compliance with Configuration and Data Management standards.

Success in this role requires strong attention to detail, ownership of data integrity, and the ability to operate in a fast-paced, highly integrated environment. The ideal candidate demonstrates leadership in cross-functional coordination, process discipline, and continuous improvement of CM/DM practices to meet program milestones and hardware development objectives.

Principal Duties and Responsibilities:

Analyze and understand the impacts of proposed changes to the technical baseline; support integration across engineering and technical disciplines.
Serve as the primary Secretariat for the Program Control Board (PCB) and other governance bodies, including development and maintenance of charters, agendas, minutes, decision documentation, and action logs.
Coordinate and support programmatic reviews, technical meetings, and associated briefings; ensure completeness, quality, and timely distribution of materials.
Track, manage, and report status of action items, decisions, deliverables, and follow-on activities to closure.
Interface across the Space Launch System (SLS) Program and Element Offices to support Configuration Management (CM) and Data Management (DM) functions.
Review presentation materials and technical data packages for compliance with CM standards and board readiness; manage upload and archival of official records.
Develop, maintain, and administer relational database products supporting requirements management, configuration status accounting, and reporting.
Implement and manage electronic data environments, including folder structures, metadata schema, controlled data attributes, and user input interfaces/forms.
Develop and maintain process documentation and work instructions for Board Secretariat and CM/DM activities.
Identify and recommend improvements to Configuration Management and Data Management processes, tools, and workflows.
Education and Experience:

Bachelor's degree required:
BS with 18+ years of relevant experience; or
MS with 15+ years of relevant experience; or
21+ years of relevant experience in lieu of a degree.
Strong working knowledge of Configuration and Data Management (CDM) principles, including configuration control and data governance within database environments.
Demonstrated experience using enterprise tools such as ICE/Windchill, Sharepoint, and Configuration Status Accounting/Change Management systems.
Proven experience in requirements traceability and configuration data management
High attention to detail with the ability to perform in a fast-paced, deadline-driven environment.
Demonstrated expertise handling controlled and sensitive data, including Proprietary, Limited Rights, CUI, ITAR, and EAR-regulated information.
Industry certifications (e.g., NDIA CDM Specialist/Manager) are preferred.
Demonstrated ability to collaborate effectively within cross-functional teams to achieve program objectives.
Additional Requirements:

Ability to obtain clearance/access onsite at NASA MSFC required (requires a STAR ID for badging).
US Citizenship required.
