Job Description

Duties

  • Serves as the DAF InT Deputy Director providing executive support, representation, and subject matter expertise to DoD and DAF stakeholders, in support of the DAF InT Program. Conducts work across the DAF, Major and Field Commands, and organizational lines requiring the ability to quickly grasp a diverse range of programmatic, operational, and technical subjects in a high ops-tempo environment.
  • Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives. Develops, modifies, and/or interprets performance standards.
  • Enable the operational control of the Program Integration Branch within the DAF InT Program (SAF/OCSH) to meet DAF and OUSD(I&S) priorities and requirements through EO13587, Presidential Minimum Standards and in accordance with all laws, policies, and regulations managing the program and ensuring collaboration and communication across all DoD, HQ DAF, MAJCOM/FLDCOM, and InT stakeholder organizations, programs and developmental activities as appropriate.
  • Represents the DAF InT Hub at conferences and meetings and presents briefings. Leads discussions, meetings, conferences, committees, or special Insider Threat initiatives particularly focused on technology and cybersecurity. Analyzes areas of concern, identifies problems, and resolves conflicts through persuasive discussions with stakeholders, management and user representatives.

  • The work is primarily sedentary and performed in an office setting. Some walking, standing, bending, carrying of light items may be required in the course of the duty day.
  • A degree in a related Business Administration, Cybersecurity, Information Technology, Organizational Management or a related field is highly desired.
  • Mobility is a condition of employment. The employee must sign an Air Force-wide mobility agreement.
  • Position is designated special-sensitive, and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.
  • Telework may be authorized IAW agency guidelines.
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
Qualifications

This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Supervision/Management" work category are at the "Expert" work level and are equivalent to those at the GG-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions for the GG-2210, Information Technology (IT) Management Series (Alternative A).

Experience: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:

BASIC REQUIREMENTS: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

  • In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below.

    EXPERIENCE REQUIRED: Your resume must reflect quality level experience which demonstrates the possession of the knowledge, skills, abilities and competencies necessary for successful job performance required for this position. Quality experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Examples of creditable experience include: Comprehensive knowledge of and expert skill in formulating and directing programs, policies and concepts in support of mission goals. The position also requires extensive knowledge in a wide range of program and IT management activities that typically extend and apply to and entire organization, or major components of an organization. This includes strategic planning, capital planning and investment control, workforce planning, policy and standards development, resource management, knowledge management, architecture and infrastructure planning and management, auditing, and information security management. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

    KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
    • Mastery knowledge of DAF, DoD, and Intelligence Community organizations, policies, and directives to plan, understand and develop relationships and guidance to anticipate and prepare materials required to respond to communications from external activities, as well as maintain specific knowledge of the duties and responsibilities of each of the Directorates in order to adequately provide organizational situation awareness.
    • Knowledge of the relationship of the various government entities responsible for enterprise architecture, IT, cybersecurity, and those serving as data stewards of information critical to DAF Insider Threat Hub operations; knowledge of Intelligence Oversight, the Privacy Act, and familiarity with civil liberty concerns as they relate to management of Insider Threat programs.
    • Knowledge of the Department of Defense Planning, Programming, and Budgeting System (PPBS) and policy, procedures, and schedules for developing Program Objectives Memoranda (POM), Budget Estimate Submissions (BES) as well as methods for developing budget forecasts, cost projections, financial exhibits, unfunded requirements justifications and narratives.
    • Comprehensive knowledge of Insider Threat principles, policies, products, and services to enable technical and operational solutions to assess risk factors, supporting mitigation procedures and processes to neutralize the insider threat. This will include working knowledge of holistically analyzing and evaluating a threat using data sources that include, but are not limited to those containing HR, medical, psychological, and cyber information.
    • Comprehensive skills in oral communications to present sensitive information and/or recommendations on complex matters to higher authorities; skilled in written communications sufficient to develop internal procedures and directives dealing with complex issues, organize ideas and present findings in a logical manner, and to prepare material complicated by short deadlines and limited information.
    • Ability to lead strategic planning efforts; gather, assemble, analyze facts, draw conclusions, and monitor or devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for senior management use and decision-making to meet insider threat goals and objectives.
    Conditions of Employment Continued:
    • Information Assurance (IA): Information assurance is a condition of employment. This position includes IA work AS A PARAMOUNT DUTY REQUIREMENT. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification, IAM level 3, within six months of assignment of these duties.
    • Conferrals for Department of Defense Security Fundamentals Professional Certification (SFPC) and Certified Counter-Insider Threat Professional - Fundamentals (CCITP-F), or their predecessors/equivalents are required within two years of the established EOD or initial assignment date to this position.
    • This position is emergency-essential. In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the Emergency-Essential duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises.
    PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
