Spectrum Analysis and TEMPEST Security Specialist

The Opportunity:

The Spectrum Analysis and TEMPEST Security Specialist supports the protection of classified and sensitive information by detecting, analyzing, and mitigating technical surveillance threats and compromising emanations within secure facilities. This role assists in leading small technical teams conducting Spectrum Analysis in concert with Technical Surveillance Countermeasures (TSCM) surveys and TEMPEST inspections across Sensitive Compartmented Information Facilities (SCIFs), executive spaces, and other high-security environments. The specialist applies expertise in radio frequency (RF) analysis, electromagnetic emissions security, and secure facility design to ensure compliance with Intelligence Community (IC), Department of Defense (DoD), and federal technical security standards.

The position requires strong technical capabilities in electronic detection, spectrum analysis, and electromagnetic shielding principles.

How You'll Contribute:

  • Lead and Coordinate Spectrum Analysis Survey Operations: Assist in leading and coordinating comprehensive Spectrum Analysis similar to that of Technical Surveillance Countermeasures (TSCM) survey operations across Sensitive Compartmented Information Facilities (SCIFs), executive conference rooms, command centers, and other high-risk or classified environments. Ensure surveys are conducted in accordance with Intelligence Community Directives (ICDs), DoD standards, and facility accreditation requirements, and coordinate personnel, equipment, and access requirements to ensure operational efficiency and security.
  • Conduct Technical and Physical Inspections: Perform detailed electronic and physical inspections of sensitive spaces to identify and neutralize covert technical surveillance threats, including hidden microphones, RF transmitters, GSM devices, Wi-Fi and Bluetooth surveillance tools, and wireline intercept devices. Inspect building infrastructure, including walls, ceilings, electrical systems, furniture, telecommunications equipment, and HVAC systems, for potential concealment points.
  • Operate Advanced Spectrum Analysis Detection Equipment: Utilize advanced TSCM instrumentation, including spectrum analyzers, broadband RF receivers, non-linear junction detectors (NLJDs), oscilloscopes, digital voltmeters (DVMs), thermal imaging devices, telephone line analyzers, and portable X-ray systems to detect unauthorized electronic components, suspicious emissions, and anomalous signals within secure facilities.
  • Analyze RF Spectrum and Signal Activity: Conduct detailed RF spectrum analysis to establish baseline signal environments and identify anomalies that could indicate hostile surveillance activity. Utilize tools such as real-time spectrum analyzers, directional antennas, signal generators, and In-Place Monitoring Systems (IPMS) to detect, classify, and track suspicious transmissions within and around controlled facilities.
  • Develop and Execute TSCM Operational Plans: Support the planning, scheduling, and execution of recurring and ad hoc TSCM surveys by developing operational plans, vulnerability assessments, and inspection schedules. Establish procedures for monitoring unauthorized or threatening radio frequency activity in accordance with DOE and NNSA Orders, Intelligence Community guidelines, and federal security policies.
  • Provide Technical Reporting and Documentation: Produce comprehensive technical reports documenting survey methodologies, equipment used, signal analysis results, discovered vulnerabilities, and recommended mitigation measures. Prepare reports suitable for senior leadership, security accreditation authorities, and government sponsors to support facility certification and risk mitigation efforts.
  • Coordinate with Security and Counterintelligence Stakeholders: Work closely with facility security managers, counterintelligence officers, physical security personnel, and program leadership to ensure proper access control, operational security, and threat awareness during TSCM operations. Coordinate investigative responses when suspicious signals or potential surveillance devices are detected.
  • Maintain and Calibrate Spectrum Analysis Equipment: Ensure all spectrum analysis equipment, monitoring systems, and testing instruments are properly maintained, calibrated, and operationally ready. Manage inventory, track equipment lifecycle, and ensure compliance with calibration standards and operational readiness requirements for critical technical security equipment.
  • Support Secure Construction and Facility Accreditation: Evaluate sensitive or classified construction projects for compliance with technical security standards. Provide pre-construction guidance on shielding, grounding, acoustic protection, and TEMPEST considerations. Review engineering drawings and oversee technical security requirements to ensure facilities meet SCIF, SAP, or other classified accreditation standards.
  • Conduct Communications Vulnerability Assessments: Analyze voice, data, and wireless communication systems for vulnerabilities to interception, compromise, or exploitation. Evaluate telecommunications infrastructure, network devices, and electronic systems for potential technical security risks and recommend protective countermeasures to reduce exposure.
  • Respond to Technical Security Incidents and Threats: Conduct initial identification, analysis, and evaluation of suspicious signals or discovered surveillance devices. Coordinate with counterintelligence elements and relevant federal agencies when required, support incident investigations, determine root causes of security vulnerabilities, and develop corrective actions and innovative technical solutions to mitigate emerging surveillance threats.

You Have:

  • 3+ years of experience in TSCM, electronic security, signals analysis, counterintelligence support, or technical security operations
  • Experience supporting operations in SCIFs, secure facilities, or classified government environments
  • Experience operating TSCM equipment and conducting technical surveillance detection sweeps in secure or classified environments
  • Experience with TEMPEST for System Installation and Facility Design
  • Knowledge of RF communications, signal propagation, electronics, and technical surveillance methods
  • Ability to mentor junior technicians, coordinate with counterintelligence and security personnel
  • Ability to provide detailed reporting to leadership on technical security risks and mitigation strategies
  • TS/SCI clearance
  • Bachelor's degree in Electrical Engineering, Cybersecurity, Information Technology, or Intelligence Studies
  • ICD-705 SCIF Construction Certification

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $77,500.00 to $176,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen's total compensation package for employees.
