Mandatory Requirements
- Education: Bachelor's Degree from an accredited institution.
- Experience: 5+ years in functional leadership for large-scale financial management or IT system implementations.
- Compliance: Expertise in federal frameworks (e.g., FFMIA, OMB A-123, TFM).
Key Responsibilities
- Requirements Management: Lead requirements gathering sessions and workshops to accurately capture and analyze business needs.
- Functional Design: Oversee the translation of business requirements into detailed system specifications and functional documentation.
- Fit-Gap Analysis: Conduct comprehensive fit-gap analyses to ensure solution alignment with federal financial regulations and best practices.
- Lifecycle Support: Validate requirements, support configuration and testing, and resolve functional issues throughout the project lifecycle.
- Stakeholder Engagement: Collaborate with the Project Manager and Solution Architect to define standardized business processes and operating procedures.
- User Acceptance: Facilitate User Acceptance Testing (UAT) to confirm that the technical solution meets all identified business needs.
- Change Management: Support training and knowledge transfer activities, providing guidance on change impacts for end users and agency personnel.
Required Technical Skills
- Federal Financial Management: Deep subject matter expertise in federal financial processes and compliance frameworks.
- Business Process Reengineering: Proven ability to reengineer and standardize complex business processes for large organizations.
- Analytical Facilitation: Strong analytical skills with a track record of leading successful stakeholder engagement and functional workshops.
- Documentation: Expertise in preparing high-level functional specifications and operating procedures in a federal environment.
Preferred Skills & Experience
- Advanced Education: Master's degree or higher in Business, Finance, or Public Administration.
- Industry Certifications: Certified Government Financial Manager (CGFM) or Certified Public Accountant (CPA).
- Government Environment: Experience delivering effective functional solutions for Treasury-wide or cross-agency system modernizations.
