Description
Leidos delivers a secure solution to modernize Service Treatment Record (STR) access, processing, and delivery by integrating disparate military and community health data into a unified digital experience. Centered on the mySTR WebApp, the approach provides authenticated, role-based access to longitudinal health records while leveraging existing Identity and Access Management services to enforce Zero Trust security. A phased extension introduces Intelligent Document Processing to transform scanned and PDF-based records into structured, AI-ready data, reducing manual effort, improving data quality, and accelerating downstream claims processing.
We are seeking a Sr. Scrum Master who will be responsible for the strategic planning, resource management, and successful execution of high-visibility program goals. You will act as the primary facilitator for cross-functional teams, ensuring that all sprints and program increments align with scope, time, and budget constraints. This role carries P&L responsibility and requires a leader who can navigate complex interdependencies between task leaders, subcontractors, and support personnel.
*This position is contingent on award.
Requires U.S. Citizenship and the ability to obtain Public Trust clearance, with the ability to upgrade to Secret if necessary.

PRIMARY RESPONSIBILITIES
- Program Governance & P&L: Manage resources and budgets to ensure the program meets financial and delivery targets. Oversee entire project lifecycles spanning multiple professional areas.
- Agile Leadership: Serve as a subject matter expert (SME) across the organization, developing new standards and processes for Agile delivery at scale.
- Operational Excellence: Achieve day-to-day objectives with major impact on the program’s success. Identify and resolve systemic bottlenecks that involve multiple technical specialties.
- Stakeholder Influence: Communicate and negotiate with internal team members, clients, and external vendors/subcontractors. Influence project leaders regarding solution designs and process improvements.
- Mentorship & Delegation: Responsible for coaching, reviewing, and delegating work to lower-level professionals to build a high-performing Agile culture.
- Strategic Improvement: Make significant enhancements to programs and processes to drive results in a high-pressure, high-visibility environment.
- Expert Problem Solving: Resolve highly complex problems that cross multiple functional areas using advanced principles and expert-level industry practices.
- Serves as a subject matter expert across Leidos.
BASIC QUALIFICATIONS
- BA/BS degree and a minimum of 12–15 years of prior relevant experience, or a master’s with 10–13 years of prior relevant experience.
- Minimum of 5+ years in a dedicated Scrum Master or Agile Lead role with demonstrated experience managing program-level budgets and P&L
- Must have expert-level experience with Jira, complex JQL (Jira Query Language), automation, and workflow customization to optimize team productivity
- Design scalable, multi-state workflows, and create high-level dashboards
- Expert knowledge of industry practices, advanced techniques (e.g., SAFe, Kanban, XP), and the ability to develop new standards for the professional discipline
- Requires broad management and leadership knowledge to lead project or program teams in one family
