Program Manager / Transition Manager
Clearance Required: TS/SCI

Position Overview
We are seeking an experienced Program Manager / Transition Manager (PM/TM) to lead a large-scale contract transition effort. This role is responsible for planning, executing, and overseeing all phase-in transition activities to ensure seamless assumption of services from the incumbent contractor. The PM/TM serves as the single point of accountability for transition execution, contract performance, personnel readiness, and coordination with Government stakeholders.
Key Responsibilities
Plan, coordinate, and oversee all activities required for successful contract transition and management stand-up, including assumption of services, staffing, and work-in-progress from the incumbent contractor
Identify, schedule, negotiate, and execute all contract transition requirements within the defined Contract Transition Term
Ensure contractor personnel are fully onboarded with required facility access, IT systems, security credentials, artifacts, workflows, and administrative processes
Manage all aspects of contract execution, including personnel management, quality assurance, and delivery of contract outputs
Serve as the primary interface with the Contracting Officer (KO) and Contracting Officer’s Representative (COR) to ensure compliance with contract terms, objectives, and performance requirements
Provide regular status updates to the Government through meetings, emails, teleconferences, and Monthly Status Reports
Track and report cost, schedule, and performance metrics, and implement corrective actions as directed by the KO and COR
Proactively identify and mitigate risks, resolve issues, and ensure uninterrupted mission support throughout the transition and execution phases
Required Qualifications
Active TS/SCI clearance (required at time of application)
Demonstrated experience in a senior leadership role supporting a large-scale contract transition for a private sector company managing professional services contracts
Transition experience must involve 100+ personnel within the DoD or equivalent Government agency
Resume must clearly show the candidate was a key member of the transition leadership team, not merely a participant
Eight (8) or more years of managerial experience
PMP, PgMP, or DAWIA Level III (Program Management) certification
Desired Qualifications
Proven experience as a named Transition Manager (TM) responsible for planning and executing Transition Phase-In and Phase-Out Plans for large-scale DoD or Government contracts (100+ personnel)
