Position Summary
Odyssey Systems has an exciting opportunity for a Junior Cost Analyst providing support to the Air Force Life Cycle Management Center/PEO Digital Directorate Aerospace Management Sytems Divison (AFLCMC/HBA). The Aerospace Management Systems Division Programs develops, delivers, and sustains air traffic management, CNS/ATM avionics expertise, and weather sensing/forecast capabilities enabling military, civil, and allied and foreign military sales customers to achieve their mission.
This position will support the Aloha/Air Route Surveillance Radar Version 4 Replacement - Hawaii (ARSR4R-HI) program. This program will support the replacement of the current Hawaii Air Route Surveillance Radar Version 4 (ARSR-4) to include prototype development, test, site preparation, and installation. The replacement radar will address DoD capability gaps driven by new threats and provide dual use for Hawaii for Air Traffic Control (ATC) and weather monitoring. It is a key component of the USAF's defense of Hawaii as a high priority mission for the DoD and supports NORAD/NORTHCOM and PACAF/INDOPACOM Deterrence Initiatives.
This is a full time position located at Hanscom Air Force Base, MA.

Responsibilities
Duties includ e, but not limited to:
- Perform routine cost estimating methods such as analogy, engineering or scientific methodology, and extrapolation
- Perform cost estimating outputs to assess the impact various factors have on the costs to design, research, develop, operate, maintain, and dispose of a particular weapon system
- Analyze all elements affecting costs for a project of limited scope
- Analyze contractor financial data using Earned Value Management (EVM) measures of merit to determine program viability with respect cost and schedule performance
- Analytical processes, such as: setting up the problem; conducting background research; collecting and reducing data; displaying data for analysis; formulating mathematical expressions; and drawing conclusions
- Provide contract pricing support services for tasks in all phases of the acquisition cycle to include development, award, management, measurement and contract closeout
- Prepare draft pricing briefings, draft pricing correspondence, and draft agency pricing reports
- Develop pricing related evaluation criteria, track pre-award task order milestones and status
- Support source selection teams in the evaluation of cost proposals
- Prepare pricing documentation for review and approval by the Government CO
- Prepare pricing spreadsheets of technical proposals and perform other pricing analyses to support price/cost evaluations of technical proposals
- Provide pricing support for discussions/communications with offerors
- Provide pricing support to construct agency pricing related reports and draft other pricing related documents in response to protest actions or other claims against the agency
- Access, populate, and analyze information in organizational pricing related databases Required skills may include but not be limited to:
- Knowledge of most appropriate phase of the budgetary cycle (planning, programming, justification, and execution) for initiating new programs
- Experience in quantitative analysis and calculus

Education: Bachelor's degree in a related field and up to three years of experience in respective technical/professional discipline being performed, OR
- five years of directly experience with proper certifications as described in the PWS labor category performance requirements.
Preferred Qualifications
- Knowledge of most appropriate phase of the budgetary cycle (planning, programming, justification, and execution) for initiating new programs
- Experience in quantitative analysis and calculus
- Experience with ACEIT
