To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (GS-11). Specialized experience is defined as:
1. Experience applying physical security measures in geographically separated civil works construction environments.
2. Experience directing comprehensive security programs designed to protect personnel, property, and sensitive information.
You will be evaluated on the basis of your level of competency in the following areas:

- Directs and/or plans, formulates, develops, coordinates, and implements the district's PSI programs as indicated below.
- Provides technical advice to district employees on security issues and evaluates recommendations or determinations relative to program changes.
- Reviews the district requirements for security clearances, evaluating the sensitivity classification of the position by applying need-to-know principles and pertinent security guidelines.
- Conducts local background checks applying clearance adjudication guidelines to conflicting testimony or sources of significant information to reconcile derogatory information.
- Develops security and crime prevention policies.
- Maintains liaison with local and federal law enforcement agencies, as well as intelligence offices of all military departments in such matters as security requirements for off-base functions, investigative jurisdiction/report, etc.
- Oversees the execution of information security programs, with the technical assistance and collaboration of the Information Management personnel, to include personnel, physical, information, hardware, software, and procedural security;
- Works with project managers, contractors, installation security officers, contracting officers, and Special Security Officers to determine, obtain, and monitor security clearances for contractor performing work in restricted areas.
- Manages physical security of this mission essential office (MEVA) by providing annual physical security inspections and coordinating implementations of all corrective actions.
- Responsibilities include leave approval, establishment of performance standards, performance evaluations, assignment of tasks, training management, awards and recognition, discipline, and promotion/administration of a variety of management programs.
