Qualifications
For GS-12
Your resume must demonstrate at least one year of specialized experience at or equivalent to the grade level GS-11 or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate some or all of the following: 1) Providing extensive formal guidance, advising on administering an employee relations program to include but not limited to non-disciplinary actions, disciplinary actions, and adverse actions; 2) Creating and disseminating formal and informal training on all aspects of employee and labor relations programs; 3) Making real time recommendations based on legislative and regulatory changes in employee relations in order to identify required changes in regulations, policy or instruction; 4) Reviewing employee and labor files, discussing potential solutions with supervisors, managers, and researching potential union proposals; 5) Demonstrating knowledge of Equal Employment Opportunity Commission laws, regulations, policies and Human Resources management concepts, practices, analytical and diagnostic methods and techniques to identify, draw conclusions and/or resolve complex interrelated employee and/or labor relations issues; and 6) Demonstrating knowledge of and skill in mediation and alternative dispute resolution principles and applications; and skills in written and oral communication sufficient to prepare findings and recommendations.

Successful completion of Ph.D. or equivalent doctoral degree

Successful completion of 3 full years of progressively higher level graduate education leading to such a degree

Possession of an LL.M., if related

A combination of experience and graduate education as described above that equates to one year of experience

- You will act as the management advisor for labor relations issues in organizations with a wide variety of occupations with significant employee issues such as standby, overtime, shift, and environmental pay issues.
- You will act as the technical advisor on controversial and complex Unfair Labor Practices and grievances.
- You will provide advice and assistance in the areas of discipline, adverse actions, grievances, employee counseling, performance management and rewards and related functions.
- You will research and apply administrative decisions to analyze and craft defensible solutions to problems that are less well defined and where precedent cases and guidelines are not always directly applicable.
- You will interpret policies and provide advice on issues such as substance abuse, sexual harassment, hours of work, changes in working conditions and schedules, leave administration, job-related stress, pay entitlements, and so forth.
- You will when necessary, serve as a representative or technical representative before formal judicial proceedings (third party trials) involving depositions, interrogatories, offers of proof, and negotiating settlements,
