Duties
Help
  • Conducts interoperability testing of complex defense business, financial, contract writing, and medical health systems that directly support the services and federal agencies.
  • Provides administrative, management and technical guidance to government communications systems analysts, computer scientists, electronic engineers, and computer engineers.
  • Provides management direction to contractor communications analysts, engineers, mathematicians, and operations research analysts for the planning, coordination, and execution of business functions, resource allocation, and production.
  • Develops and implements methods and procedures for securing and maintaining test program support.
  • Monitors progress, forecasts, schedules testing, corrects deficiencies, implements new approaches, resolves problems, and keeps leadership informed on all assigned test efforts.

  • This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
  • In accordance with the DoD 8140 policy series, the position is subject to completing Foundational Qualifications in 9 months and completing Residential Qualification requirements overall in 12 months.
  • This position requires a Top Secret security clearance.

  • Acquisition certification in the Test and Evaluation Functional Area at the Practitioner Functional Tier within 60 months of entry into this position is required.
Qualifications

In order to qualify for this position, you must meet the requirements described below.

Basic Requirements:
Attention to Detail - Experience reviewing my own information technology-related work or data and have been responsible for reviewing the work of others to ensure accuracy, completeness, and consistency with standards.
Customer Service - Developing and maintaining relationships with customers, anticipating and assessing the current and future information technology needs of customers, and developing or identifying information technology products or services that are tailored to meet customer needs.
Oral Communication - Briefing senior-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of complex technical information to a non-technical audience.
Problem Solving - Identifying alternatives to address unique, highly complex, or sensitive information technology-related issues. I have anticipated information technology-related problems and have identified and evaluated potential sources of information to generate alternative solutions.

Qualifying Experience:
To qualify at the GG-14, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.

For this position, qualifying experience is defined as: Experience as an expert in several areas of Test and Evaluation (Developmental, Operational, Interoperability, and standards conformance), with further expertise in planning, designing, and implementing new and improved Test and Evaluation strategies for Information Technology (IT) systems to meet customer requirements, and in Project Management.

Education

There is no substitution of education for the qualifying experienceat the GG-14 grade level.

  • This position is in the Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It is being recruited under 10 U.S.C. 1599f into the Cyber Excepted Service (CES) personnel system.
  • If you are a current Federal Career/Career-Conditional employee, you will be placed on an Excepted appointment.
  • This appointment does not confer eligibility to be non-competitively converted to an appointment in the competitive service.
  • A three year trial period may be required if you have not previously completed a trial or probationary period in the excepted or competitive service.
  • Accepting this position, you may be required to serve 3 years during which we will evaluate your fitness and whether your continued employment advances the public interest.
  • Telework availability will be based upon the mission requirements and supervisory determination.

  • The incumbent must obtain Acquisition certification in the Test and Evaluation Functional Area at the Practitioner Functional Tier within 60 months of entry into this position, in accordance with DoD Instruction 5000.66, Defense Acquisition Workforce Education, Training, Experience, and Career Development Program. The incumbent must also achieve 80 hours of Continuous Learning Points (CLPs) every two years in accordance with the 4th Estate Director for Acquisition Career Management (DACM) Common Continuous Learning Cycle (unless prorated) from the time they are appointed to an Acquisition Workforce position, both while working toward and after obtaining the required certification.
