Job Description

Duties

  • Manages, coordinates, supports, and ensures 24/7 worldwide secure communications for the Commander (CDR), Vice Commander (VCDR), Deputy Commander (DCDR), and Chief of Staff (CoS) USSOCOM with POTUS, SECDEF, CJCS, COCOMs, Service Components and TSOCs regardless of leadership's location.
  • Identifies, designs, evaluates, tests, procures and implements state-of-the-art communications solutions to meet current and emerging critical Command and Control (C2) requirements.
  • Serves as the subject matter expert in the employment, installation, operation, and maintenance of all secure and non-secure satellite, radio, voice, data, switching, multiplexing, video teleconference, and Voice Over Secure Internet Protocol (VOSIP) call manager transmission systems.

  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.
  • Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
  • Work may require travel away from the normal duty station on military and commercial aircraft to meet TDY requirements.
  • Must be able to obtain and maintain a Top Secret security clearance. Position has recurring access to Top Secret information.
  • This position is Emergency/Essential (EE). Incumbent must meet all requirements of EE position and may be required as a condition of employment to take a series of vaccinations and annual boosters to immunize against anthrax and other diseases.
  • In the event of a crisis situation, the incumbent or designated alternate must continue to perform the EE duties until relieved by proper authority. The incumbent or designated alternate may be required to take part in readiness exercises.
  • Position cannot be vacated during national emergencies or mobilization without impairing the organization's functional capability. This meets EE position criteria and requires the incumbent or designated alt, be removed from military recall status.
  • While deployed to an overseas location, the E-E duties require the incumbent to be issued and carry a firearm, operate a government vehicle during specific authorized situations, and to wear a gas mask and chemical protection gear.
  • Incumbent must be able to obtain and maintain firearms qualification. Incumbent is required to wear the approved Department of Defense (DoD) civilian uniform while deployed.
  • Shift-work and weekend stand-by duty may be required. Incumbent must be available for work within one-hour recall in emergency situations and must be available to travel in CONUS within 24 hours and OCONUS within 24 hours notice.
  • This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. The incumbent is subject to pre-employment drug testing and as a mandatory requirement for continued employment.
  • Incumbent is to refrain from the use of illegal drugs and if requested, submit to urinalysis testing. Appointee must sign a statement acknowledging the position occupied is a Testing Designated Position.
  • Position requires access to firearms. Incumbent must be qualified in the use of required weapons, as the incumbent is required to use firearms in performing duties. Employee must sign DD Form 2760, Qualification to Possess Firearms or Ammunition.
  • Persons convicted of a misdemeanor or felony crime of domestic violence may not occupy this position in accordance with the Gun Control Act (Lautenberg Amendment) of 1968, as amended 1 OCT96.

Qualifications:
In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, GS-2210 (Alternate A).

EXPERIENCE: Must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, Problem Solving AND have at least one (1) year of specialized experience at the next lower grade level (GS-11) or equivalent in other pay systems. Examples of specialized experience includes: Navigating the full life cycle of telecommunications systems, from concept design through implementation, while conducting research and design to ensure innovation, compatibility, and maximum system effectiveness; advising as a subject matter expert on command and control (C2) communications infrastructure across diverse geographical locations to support contingency operations plans; applying comprehensive practical and theoretical expertise across military Command, Control, Communications, and Computers (C4) and information technology policies, architectures, technologies, systems, and programs; and establishing seamless communication services between transportable field equipment and fixed locations by utilizing integrated systems that involve secure telephones, landlines, and satellite radio services.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of the principles, methods, practices, and latest advancements in technology for integrating information system components and optimizing systems performance; and specific knowledge of operating systems, associated devices, software, security methods, and the interoperability of systems.
  • Knowledge of network (routing, Integrated Digital Network Exchange [IDNX] multiplexing, VOSIP call managers, International Maritime Satellite System [INMARSAT], Broadband Global Area Network [BGAN]) architecture, topology and protocols utilized by DIA, USSOCOM and industry.
  • Ability to develop and implement USSOCOM Commander's Guidance and Strategy to meet current and future requirements.
  • Ability to plan and manage future procurement and life cycle replacement of Commander's Communication Team equipment.
  • Ability to design, implement, operate, and maintain complex and reliable, expeditionary mobile, tactical, ground, and airborne secure voice and data capabilities.
  • Knowledge of United States Special Operations Command organizational structure, mission, doctrine, C2 requirements, and the USSOCOM SOF Information Environment (SIE).
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
