Job Description

Duties

  • Plans, organizes, and oversees the activities of the operations flight ensuring security and law enforcement functions comply with legal/regulatory requirements and meet customer needs.
  • Exercises supervisory personnel management responsibilities.
  • Represents the Security Forces Squadron with a variety of installation and functional area organizations.
  • Performs and enforces the full range of police officer duties within the Maxwell AFB.

  • Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • This position is Emergency-Essential. In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the Emergency-Essential duties until relieved by proper authority.
Qualifications

  • The incumbent or the designated alternate may be required to take part in readiness exercises. This position cannot be vacated during national emergency or mobilization without seriously impairing the capability of the organization to function effectively.

  • This meets the criteria of an Emergency-Essential position and requires that the incumbent, or the designated alternate, be removed from any military recall status. Employee must sign DD Form 2365 as a condition of employment.
  • Lautenberg Amendment: Position requires access to firearms. Persons convicted of a misdemeanor or felony crime of domestic violence may not occupy this position in accordance with the Gun Control Act of 1968, as amended 30 Sep 96. Employee must sign DD Form 2760, Qualification to Possess Firearms or Ammunition.
  • Must pass an initial pre-employment medical examination, periodic medical examinations, required initial and annual physical fitness/physical agility tests to include running, meet established hearing standards and discern colors, contrast, and depth. The incumbent must immediately report to his supervisor any significant medical threshold shifts in health status and/or medication requirements.
  • Required to obtain and maintain the Secret security clearance.
  • Must wear a uniform and meet applicable dress and appearance standards as identified in current AFI. Must wear approved protective clothing such as body armor/ballistic plates, helmets, personal protective equipment, coats, boots, traffic vests and/or chemical protective equipment, (e.g. respirator mask).
  • May occasionally be required to work other than normal duty hours; to include but not limited to nights, weekends, holidays, overtime, rotating shifts, and recall.
  • Must undergo initial job compatibility assessment.
  • The work requires the employee to drive a motor vehicle. An appropriate, valid driver's license is required for the position.
  • Must pass formal law enforcement training school as determined by HAF/A4S and obtain DoD Peace Officer Standardization and Training Certification.
  • Required to obtain first responder training/certifications in CPR techniques, self-aid buddy care, and first aid on the job and maintain annually.
  • Regular and recurring training is required to keep the incumbent knowledgeable on the updated specialized tactics, techniques and procedures necessary for preparation and response to catastrophic events, terrorist attacks and related threats to installations. Must successfully complete the Air Force Civilian Police Supervisor's Course, or approved equivalent.
  • Ability to employ 'infantry/SWAT' small unit tactics involving fire and maneuver, with rapid advancing movement between defensive positions, while wearing protective gear for extended periods of time, (e.g. Employing "Active Shooter") response tactics and techniques as a member of a small team is required.
  • Must obtain and maintain a government travel card.
  • This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Individual Occupational Requirements (IOR), Police Series, GS-0083-10.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes 1) Thorough knowledge of a body of basic laws and regulations, law enforcement operations, practices, and techniques and involved responsibility for maintaining order and protecting life and property; 2) Thorough knowledge of Security Forces; 3) Thorough knowledge of safety and security regulations, practices, and procedures; 4) Possess the ability to plan, organize, and direct the functions and staff of a small to medium sized organization; and 5) Possess the ability to communicate effectively, both orally and in writing.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-10 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of law enforcement, security, and anti-terrorism theories, principles, methods, techniques, and practices to establish policies and procedures and administer a comprehensive security/law enforcement protection program. Knowledge of safety and security regulations, practices, and procedures.
2. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization
through subordinate supervisors operating under stressful and dangerous conditions.
3. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program
requirements and objectives within available resources.
4. Ability to formulate and effectively implement special operating requirements, methods, and procedures for
enforcing specialized personnel access controls and preventing unauthorized access to areas where stringent security
requirements are enforced.
5. Ability to communicate both orally and in writing.
6. Knowledge of the tactics, techniques, and procedures necessary for preparation and response to catastrophic
events, enemy attacks, and related threats to installations.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
