Duties
The primary purpose of this position is: To serve as a first level supervisor and Director of Information Protection, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to Headquarters Pacific Air Forces, Directorate of Information Protection. This includes managing and oversight for command Information Protection programs such as Personnel Security, Industrial Security, Information Security, Enterprise Protection Risk Management (EPRM), Insider Threat, Operation Security (OPSEC), and Freedom of Information (FOIA) for Headquarters Pacific Air Forces. The command support three Numbered Air Forces (5AF/7AF/11AF), nine wings located geographical that span 360,000 miles. The command's area of responsibility (AOR) encompasses 41 countries in the Pacific Theater.
DUTY #1: Plans, organizes, and directs the activities of Pacific Air Forces Command, ensuring that HQ Staff , NAFS, and Wings comply with legal and regulatory requirements and meets customer needs.
DUTY #2: Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management.
DUTY #3: Represents Pacific Air Forces MAJCOM with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with all MAJCOM functions, Headquarters Air Force (HAF), Secretary of the Air Forces Office of Competition (SAF/OC), and foreign government officials.
DUTY #4: As the MAJCOM Information Protection programs manager/administrator is accountable for the successful accomplishment of Information Protection missions, goals, and objectives.
DUTY #5: Serves as the final authority risk assessment/management/mitigation advisor to CC/CV for converged Information Protection disciplines within and outside of the Directorate.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. My experience includes: The ability to provide direct oversight and management of all Special Access Program (SAP) security requirements as well as all Information Protection (information, personnel, industrial, physical, computer, operations and communications security) within the PACAF SAP Program environment assigned to PACAF, Expert knowledge of a wide range of security concepts, principles, and practices to review, independently analyze, and resolve difficult and complex security problems. Apply policy direction to contractors and government/military officials, and develop guidance for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various levels or degrees of security controls. Expert knowledge of a broad range of security program relationships, and proficiency in information, personnel, and industrial security to effectively implement and administer applicable security programs and/or coordinate with other specialized security programs. Knowledge of security classification methods, concepts, and eligibility for access to classified or sensitive information to review plans for proposed or new projects, organizations, and/or missions to assure the presence of adequate planning for information security and other controls.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in- grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Mastery knowledge of information protection concepts, principles, practices to analyze, and resolve issues.
2. Knowledge of safety and security regulations, practices, and procedures.
3. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
4. Ability to communicate effectively, both orally and in writing.
5. In depth knowledge of multiple security disciplines including operations, personnel, industrial, physical, insider threat, information, etc.
6. Knowledge of the intelligence enterprise to support and promote information sharing and strategies.
7. Expert knowledge in analytical theories, processes, programs and practices
Other significant facts pertaining to this position are:
1. Must be able to obtain and maintain a Top-Secret clearance with access to Sensitive Compartmented Information (SCI).
2. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.3. The duties of this position meet all requirements as a category
4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and cannot become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,")
4. This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.

6. Department of Defense Security Fundamentals Professional Certification (SFPC) and Security Program Integration Professional Certification (SPIPC) conferrals are required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DOD 3305.13-M, DoD Security Accreditation and Certification and AFI 36-2645, Security Professional Certification and Development. The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative.
7. Completion of the Air Forces (AFFOR) course is required within 3 months of the established EOD or initial assignment date.
8. Completion of Air War College is preferred to demonstrate the ability and knowledge to work and coordinate as a member of the Commander's staff.
9. The duties of this position meets all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively.
