Time in Grade:
For entry at the GS-14 level, status applicants must have served 52 weeks as a GS-13 or equivalent or higher grade, in the Federal Service.
Specialized Experience:
Applicants must have one year (52 weeks) of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-13) or equivalent within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Experience with acquisition and procurement processes for complex, high-value acquisitions, those below the simplified acquisition threshold, and Government Purchase Card transactions; record of providing expert-level advice on acquisition maters to customers and leadership; served as a primary representative for negotiating and managing relationships with industry and has an in-depth, working knowledge of the FAR and DFARS; experience applying this knowledge to ensure compliance in a DoW environment; and experience determining optimal selection of contract types, methods, and techniques and overseeing and promoting continual organizational process and performance improvements.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience.
Qualification and time-in-grade requirements must be met by the closing date of this announcement. Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the time-in-grade restriction.

- Manages the routine acquisition of goods and services to support the OIG mission.
- Develops and executes comprehensive acquisition plans and contracting strategies.
- Ensures diligent tracking of invoices and payments through systems like DFAS, monitoring contract performance periods, delivery dates, and contractor submissions.
- Conducts surveillance of contractors to ensure performance meets security, quality, timeliness, and customer satisfaction standards.
- Oversees the administrative processes for both complex, high-value acquisitions and those below the simplified acquisition threshold.

- Must be a U.S. Citizen.
- Position has been designated as security designation level such as Noncritical Sensitive. Incumbent is required to obtain and maintain a secret security clearance.
- Males born after 12-31-59 must be registered or exempt from Selective Service (see http://www.sss.gov).

- Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoW OIG.
