The Fleet Modernization Department (N231) is chartered to shape the future of naval warfare and maritime dominance, enabling maritime superiority and all-domain Fleet lethality in a dynamic, complex, and contested maritime environment.
The Fleet Modernization Department is seeking an end-to-end systems engineer in Lexington Park, MD. The candidate will serve as the engineering interface to the sponsor for the Take Charge and Move Out (TACAMO) Nuclear Command, Control and Communications (NC3) enterprise and will directly support the recapitalization and integration of the Navy's strategic airborne NC3 capability focusing on requirements prioritization and risk reduction.
The successful candidate will leverage deep systems engineering expertise to support end-to-end lifecycle activities (requirements analysis, architecture development, design, integration, test, and deployment) for both legacy and next-generation TACAMO/NC3 platforms. They will collaborate closely with the Nuclear Enterprise, the MITRE Nuclear Enterprise Mission Center, the Unites States Navy, DoW acquisition organizations, fleet squadrons, and mission stakeholders to understand NC3 operations, system-of-systems interactions, and new platform integration. This position requires frequent sponsor interaction and close coordination with multiple sponsors, project and task leaders, and a team of multi-disciplined engineers and subject matter experts (SMEs).

Roles & Responsibilities:
- Serve as the primary technical interface to TACAMO/NC3 sponsors, shaping and scoping work to address high-priority operational needs
- Serve as TACAMO domain expert within the Fleet Modernization Department and provide resident subject matter expertise to ensure continuity of credibility with TACAMO/NC3 sponsors.
- Lead end-to-end systems engineering activities for legacy and next-generation TACAMO/NC3 platforms, including requirements analysis, architecture, design, integration, test, and deployment
- Drive requirements prioritization and risk reduction efforts for NC3 mission systems and associated platforms
- Plan, manage, and deliver sponsor products/deliverables on time, ensuring alignment with MITRE Mission Value Chain and project objectives
- Ensure all deliverables are appropriately peer-reviewed by subject matter experts, task leads, project leads, and the Department Chief Engineer when required
- Participate in and represent MITRE at government meetings, technical reviews, and working groups for assigned tasking
- Foster collaboration, engagement, and technical excellence within the team by providing clear direction, challenging assignments, and a structured framework for execution
- Mentor and guide junior engineers, supporting their technical growth and professional development
- Coordinate across multiple sponsors, internal mission centers, and external stakeholders to understand NC3 operations, system-of-systems interactions, and new platform integration needs.
Basic Qualifications:
- Typically requires a minimum of 5 years of related experience with a Bachelor's degree ; or 3 years and a Master's degree; or a PhD with relevant experience who can immediately contribute at this job step; or equivalent combination of related education and work experience.
- Active Secret clearance with the ability to obtain and maintain a Top Secret/SCI
- U.S. Citizenship required.
- Demonstrated technical depth and leadership in systems engineering and one or more of the following: Nuclear Command, Control and Communications (NC3), enterprise architecture, communications and networking, agile integration approaches, and DoW acquisition programs
- Experience in system integration, system-of-systems engineering, and operational employment of DoW systems and capabilities
- Strong systems thinking skills with the ability to deliver impactful results in complex, multi-stakeholder environments
- Demonstrated experience mentoring and guiding junior engineers
- Working knowledge of enterprise engineering and architecture, system interfaces, and command, control, and communications systems
- Familiarity with acquisition lifecycles and processes across DoW, civil, and/or commercial agencies
- Understanding of the roles and responsibilities of DoD and U.S. Navy acquisition organizations
- Working knowledge of enterprise engineering and architecture, system interfaces, and command, control, and communications systems
- Strong communication, collaboration, strategic thinking, and interpersonal skills
- Self-starter with the ability to work independently and as part of an integrated team
- This position requires a minimum of 4 days a week on-site.
Preferred Qualifications:
- BS or MS in systems, electrical, mechanical, aerospace, or related engineering discipline
- Demonstrated experience in strategic System-of-Systems integration and long-range capability planning
- Experience with NC3 platforms and operations, particularly E-6B Mercury, TACAMO mission systems, Airborne Command Post (ABNCP), Airborne Launch Control System (ALCS), and/or the TACAMO Recapitalization (E-130J) Program
- Experience with or direct support to USSTRATCOM, TACAMO squadrons, or NC3 enterprise stakeholders
- DAU Level I or equivalent in acquisition and systems engineering
- Extensive experience across full system lifecycle development, design, integration, test and deployment of operational mission systems, ideally including NC3 or other high-consequence command and control systems
