This position is being filled under Direct Hire Authority (DHA) in accordance with Section 9905 "Direct Hire Authority for Certain Personnel of the Department of Defense."

Typical work assignments may include the following:

• Project Programming and Management - Serves as the lead technical authority in the analysis of all proposed projects to determine their feasibility, cost-effectiveness, and alignment with DoW strategic priorities. Solves critical and controversial engineering problems, develops new methodologies for analyzing project alternatives, and makes final recommendations on which projects should be pursued.
• Engineering Review and Policy Development - Conducts the final, authoritative engineering review of project designs and specifications to ensure compliance with applicable codes, standards, and sustainability best practices
• Advanced Cost Modeling and Analysis - Serves as the organization's expert on cost engineering, developing and validating complex life-cycle cost estimates for the directorate's most critical and high-value projects.
• Stakeholder Management and Program Integration - Leads complex negotiations to define, validate, and solve conflicts over project requirements and statements of work.

Qualifications

In order to qualify for this position, you must meet the requirements described below. Basic Requirement and Individual Occupational Requirement for the General Engineering Series, 0801:

An Engineering degree from a program that: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by the Accreditation Board for Engineering Technology (ABET); or (2) include differential and integral calculus and courses (more advanced that first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

A combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. 3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. 4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive).

In addition to the Basic Requirement and Individual Occupational Requirement, you must meet the below Minimum Requirement for this position:

Minimum Requirement GS-13: One year of specialized experience equivalent to the next lower grade level of GS-12 in the federal service (experience may have been gained in the private sector) which demonstrates the following: Planning and developing complex, multi-year project scopes, budgets, and schedules for sensitive and high-value projects; Participating in authoritative needs assessments, assisting in innovative solutions for engineering challenges and preparing technically definitive project proposals that serve as the basis for funding decisions; Making recommendations regarding project alternatives and finalization; Assisting in final authoritative engineering reviews for project designs and specifications to ensure compliance with applicable codes, standards, and sustainability best practices; Participating in cost engineering, assisting in the development and validation of complex life-cycle cost estimates for critical and high-value projects; AND participating in complex negotiations to define, validate, and solve conflicts over project requirements and statements of work.

Minimum Requirement GS-14: One year of specialized experience equivalent to the next lower grade level of GS-13 in the federal service (experience may have been gained in the private sector) which demonstrates the following: Overseeing the planning and development of complex, multi-year project scopes, budgets, and schedules for sensitive and high-value projects; Conducting authoritative needs assessments, developing innovative solutions for engineering challenges and preparing technically definitive project proposals that serve as the basis for funding decisions; Analyzing project alternatives and making final recommendations for projects; Conducting final authoritative engineering reviews for project designs and specifications to ensure compliance with applicable codes, standards, and sustainability best practices; Overseeing cost engineering, developing and validating complex life-cycle cost estimates for critical and high-value projects; AND leading complex negotiations to define, validate, and solve conflicts over project requirements and statements of work.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, as part of their application package, a "certification" of active service in lieu of a DD-214, indicating the service member is otherwise eligible and will be discharged or released within 120 days from the date of submission..
