Duties

Summary:
The primary purpose of this position is: To serve as Liaison Management Officer of the USCENTCOM Washington Liaison Office (WLO), providing planning, directing, organizing, and exercising control over military members assigned to HQ USCENTCOM WLO and to represent USCENTCOM's interests in the National Capitol Region (NCR). The incumbent coordinates with the CENTCOM Chief of Staff to deal with Secretary of War staff, Joint Staff members, interagency partners, as well as coordinating with HQ USCENTCOM staff members in either Tampa, FL, or the USCENTCOM AOR.

Duties:
  • Plans, organizes, and directs the activities of the USCENTCOM Washington Liaison Office (WLO), ensuring that USCENTCOM Pentagon-based mission areas comply with legal and regulatory requirements and meets customer needs.
  • Manages, coordinates and overseas the development and implementation of USCENTCOM WLO operational policies.
  • Serves as supervisor over military personnel with responsibility for planning, directing, and evaluating the work of an integrated team.
  • Establishes, represents, develops, and maintains effective working relations with a variety of installation and functional area organizations.
  • Represents USCENTCOM with the National Security Council (NSC), Office of the Secretary of War (OSW), Joint Staff (JS), Military Services, Component Command Representatives, Interagency organizations, other service headquarters counterparts, and DOD offices agencies.

  • Position is designated special-sensitive and requires a TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
  • This position is designated as a key position. The duties of this position meet all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CANNOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve").
  • This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a Mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge with extensive experience in the joint, combined, and interagency arenas is required to maximize prospects to further USCENTCOM strategic engagement goals. Possesses expert communications skills including complete mastery of all commonly accepted writing and editing techniques and skill in applying those techniques in the preparation of strategic policy documents, international agreements, and briefs to senior U.S. and foreign officials, and other official correspondence. Mastery of time management and efficiency skills is required to meet demanding and often conflicting personal and organizational scheduling commitments and project suspense deadlines; Expert knowledge of USCENTCOM policies, and the organizational structure of USCENTCOM Headquarters, and USCENTCOM Service Components, including Joint Special Operations Task Forces (JSOTFs); Expert knowledge of US and Department of War policies with regards to Security Cooperation, international agreements, and developing partner capabilities and capacities; Mastery of advanced management and organizational principles and practices, along with a comprehensive knowledge of planning, programming, and budgeting procedures. Projects typically involve development of new approaches to addressing the education and training needs of personnel involved with WLO assignments; Practical experience working on joint staffs managing USCENTCOM initiatives to understand how the various Services are integrated into a joint action and their various considerations.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of the principles, concepts, and techniques of USCENTCOM organization and operations; Expert knowledge of operational and executive functions, operations, policies, procedures, and practices and the concepts, theories, and practices of the specialist work performed in the subordinate organizations. Individual must have a broad knowledge of USCENTCOM capabilities, systems, and procedures of the other key national agencies interacting with USCENTCOM.
  • Extensive and detailed knowledge of DOW, Joint Operations, Military Services, Combatant Commands, and unified command structure and relationships, policies and procedures, principles of International Cooperation and WLO-related programs.
  • Comprehensive knowledge of planning, programming, and budgeting procedures in order to develop and apply new approaches involved USCENTCOM/WLO complex issues and assignments. Skill to communicate effectively, both orally and in writing; negotiate complex issues at the highest levels of DOW; maintain good working relationships with Dow, the Joint Staff, and Combatant Commands.
  • Ability to use program planning and budgeting cycles, financial control and budget systems, and other management tools to accomplish programming, determine resources, and perform long-range planning. Ability to interpret and apply public law, policy, and DoW/JCS/Unified Command directives related to CENTCOM operations.
  • Ability to interpret high level guidance plans, organize ideas, and work with others to translate into appropriate strategies and programming. Ability to interpret and research frequently conflicting guidance from multiple sources, transforming it into clear, concise, and easily understood guidance; gather data, assemble and analyze facts, conduct analysis, and draw solutions to problems; create alternative solutions to complex problems.
  • Ability to establish and maintain positive contacts and working relations with Joint, DoW, civilian, and other government communities. Ability to represent and serve as spokesperson for CENTCOM with senior level officials, GO/FO, and Senior Executives; advise others, skillfully negotiate, and unemotionally mediate to resolve differences and implement decisions. Must be able to deal with sensitive issues and handle such with discretion. Ability to plan, organize, and direct the functions and staff of a small section and provide supervision and guidance to military and civilian personnel.
  • PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
