Duties
DUTY 1: Develops, directs and performs full range of Intelligence analysis and evaluation on Intelligence exercise, contingency/crisis, and long-term planning efforts for war-gaming in support of JCS, NATO, EUCOM, AFRICOM, HAF and HQ USAFE-AFAFRICA directed exercises.
DUTY 2: Functions as the Expert MAJCOM Intelligence Exercise Planner for HQ USAFE-AFAFRICA. Leads, plans, organizes, and directs the activities of the MAJCOM Intelligence Directorate's Exercise Planning Section ensuring that compliance with legal and regulatory requirements are maintained and customer's training needs are met.
DUTY 3: Plans, analyzes, validates, requisitions required exercise intelligence planning and execution resources for HQ USAFE-AFAFRICA. Responsible for development, validation and submission of HQ USAFE-AFAFRICA's intelligence manpower submissions to Air Staff and AFPC for conducting JCS and HAF authorized exercises in the HQ USAFE-AFAFRICA AORs.
DUTY 4: Represents HQ USAFE-AFAFRICA/A2 with a variety of installation and functional area organizations. Establishes, develops, and maintains extensive contact and working relationships with HAF/A2, USEUCOM, USAFRICOM, NATO, US and foreign nationals, international agencies, USAFE-AFAFRICA, 3AF, 17EAF, and multiple wings and operational squadron intelligence representatives for the purposes of facilitating training requirements in projected exercise scenarios.

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Examples of creditable experience include: Comprehensive knowledge of the USAFE-AFAFRICA Intelligence and Operations directives, missions, functions, goals, roles, responsibilities, requirements, and objectives from the tactical operational unit to HQ USAFE-AFAFRICA strategic level, within the EUCOM and AFRICOM AOR/AOI; the functions and processes associated with the national Intelligence community; and a broad knowledge of NATO and European Union nation's Intelligence Community policies, entities and laws regarding intelligence related activities. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:Comprehensive knowledge of the USAFE-AFAFRICA Intelligence and Operations directives, missions, functions, goals, roles, responsibilities, requirements, and objectives from the tactical operational unit to HQ USAFE-AFAFRICA strategic level, within the EUCOM and AFRICOM AOR/AOI; the functions and processes associated with the national Intelligence community; and a broad knowledge of NATO and European Union nation's Intelligence Community policies, entities and laws regarding intelligence related activities. Comprehensive knowledge in directing and conducting intelligence research, analysis, and data extraction for use in Intelligence exercise products. Expertise in planning, organizing, and directing intelligence functions and staff of an exercise control cell during exercise planning, execution and post-execution (i.e. lessons learned) activities. Comprehensive knowledge of both classified and unclassified computer and intelligence communications and messaging systems to support intelligence research and analysis efforts used for scenario development and execution as well as security procedures to maintain control of classified material in U.S. only, NATO and coalition partner environments. Extensive knowledge of the functions and data available in USAFE-AFAFRICA organizations, national agencies and unclassified data sources to successfully research and utilize available intelligence for use in USAFE-AFAFRICA exercise intelligence products and briefings. Expert knowledge of the interplay of geo-political, military, economic, and industrial forces in various regions of the world, as well as foreign Intelligence threat entities, operations, and capabilities that may be directed against the U.S., DoD, theater COCOMs and USAF. Comprehensive knowledge of the principles, concepts, techniques and methodologies of Intelligence analysis and research including tasking, collection, production and dissemination of all-source intelligence. Skill in analysis and production of intelligence plans, reports and other products that are responsive to the specific needs of intelligence customers to include formulating, gathering, organizing and analyzing intelligence information, arguing for a position, resolving conflicts, and presenting clear and concise findings in oral presentations and written communications format. - Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed. The employee must demonstrate sound security practices for ensuring the safeguarding of classified information.
- Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
- Duties are performed in a windowless office environment adequately lighted, heated, and ventilated. Work is mostly sedentary, normally performed at a desk in a "no-smoking" building accessed by climbing/descending stairs. Employee may be required to stand during briefing presentations.
