Duties
Help
  • Provides staff level consultation services to all levels within the command on specific and command-wide issues that impact employee relations functions and programs.
  • Recognizes problems and problem areas; originates solutions to complex or unusual issues; and provides on-site assistance.
  • Conducts policy reviews to evaluate the impact of employee relations requirements on current policies and practices.
  • Recommends changes to established procedures and practices or alternative approaches to resolve recurring problems and/or issues.
  • Develops, interprets, and analyzes data extracts and reports from automated HR databases.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • The employee must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counterintelligence scope polygraph exam.
  • This position has been designated as a Testing Designated Position (TDP). Employee must pass initial and periodic random drug testing.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments ip to 10% of the time.
  • The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.
  • This is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Appointment to this position does not confer competitive status.
  • Prior to appointment applicants are required to sign a statement indicating they understand the conditions of employment or assignment to the position and acknowledge the consequences of failing to meet and maintain those required conditions.

Basic Requirement for Human Resources Specialist (Employee Relations):

GG-12 Specialized and Other Experience: One year of specialized experience which includes handling routine employee issues to provide recommendations; advising management on disciplinary functions or other corrective techniques to find appropriate human resource solutions; and explaining management and employee rights to foster understanding of human resources laws/regulations.

OR

GG-13 Specialized and Other Experience: One year of specialized experience which includes providing advice and regulatory guidance on matters relating to employee relations, labor relations and performance management for an organization; interpreting and applying laws, regulations, case law, and local policies to resolve or correct performance and conduct issues; working with leadership on complex issues in a variety of areas such as EEO, contract negotiations, bargaining unit determinations, arbitration, and unfair labor practices; and providing training to managers and supervisors regarding employee evaluations, probationary periods, employee recognition programs and disciplinary procedures.
