Job Description

Duties

  • You will investigate security discrepancies and coordinate the investigation of Special Access Program (SAP) security breaches.
  • You will provide recommendations for directives and interpret guidance for application and execution.
  • You will plan and facilitate special program access requirements for flag-level Warfighting Development Center and Strike Group leadership during NWDC's semi-annual WDC Leadership Huddles and Advanced Warfighting Summits.
  • You will serve as the command representative on task groups and committees developing the operation management and integration of SAPs across warfighting development centers and fleet communicators.
  • You will conduct an annual review and periodic quality control inspections of command SAP compliance and prepare reports for review by NWDC leadership and USFFC SAP program managers.
  • You will provide orientation and training to cleared NWDC personnel and visitors to include military personnel (active/reserve) and civilians.
  • You will establish and maintain SAP personnel security records for government and contractor authorized access to programs.
  • You will ensure that contractor personnel meet security access standards and conditions and that contractor personnel are trained in the handling and proper dissemination of SAP information.

  • You are required to possess and maintain a final Top Secret security clearance with access to Sensitive Compartmented Information (TS/SCI) prior to entrance on duty.
  • Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Security Professional Educational Development (SPeD) position and requires DoD certification. Selectee must obtain and maintain certification within prescribed timeframes.
  • Certification required is: Security Fundamentals Professional Certification (SFPC)

Qualifications

To qualify for the GS-12, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
  • Experience assessing current situations, establishing requirements, and guidelines for local application in each program area.
  • Experience demonstrating comprehensive knowledge to develop security concepts, principles, and/or practices for Special Access Program (SAP), physical security programs, information security programs and operational security programs.
  • Experience performing expert-level security work directed towards protecting highly defined information, materials, equipment, and processes by applying specifically tailored security criteria.
  • Experience applying DOD, Navy and command security regulations and policies concerning clearances, document classification and marking, handling and storage of classified material and information technology.
Experience ensuring efficient management and execution of security functions, to include classified and unclassified correspondence, voice and data communications, as well as physical and network security.

Additional Information:
This position is designated as a Security Professional Education Development (SPeD) position with a Security Fundamentals Professional Certification (SFPC) requirement. The SFPC is a DON baseline certification for security workforce employees that support/execute security programs that focus predominantly on the protection of, or vetting the access to, sensitive and/or classified information.

The incumbent must obtain certification within 24 months of assuming the position. SPeD certification/s must be maintained and undergo renewal process every two years in accordance with SECNAVINST 5500.38. Failure to obtain and maintain this condition of employment could result in disciplinary action and/or removal from employment
