Job Description

Duties

  • Manages the AF IC Cyber Assurance program to ensure MAJCOM level compliance with related AF, Department of Defense, and Intelligence Community guidance.
  • Coordinates Assessment and Authorization (A&A) actions for HQ AFDW, designated HAF customers and other designated customer at AF IC sites, networks and systems.
  • Oversees MAJCOM level Cyber Assurance program for the Pentagon, Joint Base Andrews, Joint Base Anacostia-Bolling and other designated locations.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for Individual Occupational Requirements for Information Technology (IT) Management Series, 2210 (Alternative A)

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

BASIC REQUIREMENTS: individuals must have IT-related experience demonstrating each of the four competencies listed below:
  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
  • In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

    EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of a wide range of concepts, principles and practices in the management of Cyber Assurance, including in depth knowledge of current information systems infrastructures, networking, operating systems, and applications, and skill in applying this knowledge to difficult and complex work assignments. Incumbent must have comprehensive knowledge of Cyber Assurance policies and procedures in order to oversee systems/network certification and accreditation and skill in applying this knowledge to the development of new methods, approaches, or procedures; and in applying the concepts, principles and practices associated with the technical aspects of the AF IC systems, provide advice and guidance on implementing policies, procedures, and countermeasures development and operation of AF IC networks and systems and to ensure policy procedures and guidelines are enforced.

    KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
    1. Comprehensive knowledge of current and emerging Command, Control, Communications, and Computer (C4), and Command and Controls, Communications, Information (C3I), and Intelligence Surveillance and Reconnaissance (ISR) programs and systems; and Cyber Assurance field that includes AF IC systems, networks, Incident Response, and RMF.
    2. Extensive knowledge of AF, Department of Defense, and Intelligence Community guidance, directives, policies, and regulations pertaining to unique AF IC communication and data processing requirements associated with processing AF IC related data.
    3. Knowledge of AF, Department of Defense, and Intelligence Community guidance, protocols, applications, operating systems, communication networks and communication principles in order to identify the needs of HQ AFDW, designated HAF customers and other designated customers and their activities, and of US and international Cyber Assurance standards.
    4. Ability to interpret, analyze, and evaluate new AF IC system engineering technologies and their effect on the operating environment and determine security vulnerabilities.
    5. Ability to perform in-depth technical system analysis and apply acquired knowledge and experiences to forecast new computer methods required to support AF IC information users and organizations.
    6. Ability to perform independent assessments based on incomplete data for all forms of electronic communications; and to communicate orally and in writing.

    CONDITIONS OF EMPLOYMENT CONTINUED:
    1. Information Assurance Certification in a condition of employment. This position includes Cybersecurity work as a paramount duty requirement. Per DoD 8570.01-M and AFMAN 33-285, the incumbent of this position must achieve IAM Level III certification within six months of assignment of these duties. A waiver of this six month requirement may be granted. Failure to receive the proper certification may result in removal from this position.
    2. Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.

    PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS.
