Amentum is the contract service provider to the DOJ ICITAP and Overseas Prosecutorial Development, Assistance and Training (OPDAT) programs.

POSITION SUMMARY:

Amentum is currently seeking a qualified candidate to serve as the Transnational Organized Crime (TOC) Advisor in Pristina, Kosovo . This position will work directly with the Kosovo Police (KP), the Kosovo Special Prosecution Office (SPRK) Kosovo Forensics Agency (KFA), and others to support KP operational effectiveness and transnational criminal investigations through sustained investigative advisory support, case-based mentoring, and training for investigators, prosecutors, and judges working on complex transnational criminal organizations (TCO) and TCO-related corruption cases. This position will serve as the lead subject matter expert (SME) and coordinator for TOC program implementation, bridging technical expertise and interagency coordination. The advisor will be embedded within the KP and provide routine case reviews, standardized SOPs/templates/checklists, quality assurance of intelligence and case files, secure information-handling practices, and a train-the-trainer transition to institutionalize improved workflows and long-term sustainability. By managing and facilitating training activities, the TOC Advisor will work to ensure the KP unit is staffed with trusted personnel and equipped to handle complex TCO cases securely and effectively.

JOB DUTIES AND RESPONSIBILITIES:
  • In coordination with INL Pristina, the TOC Advisor will work and engage with interagency, regional, international, and host-nation partners on foreign assistance programs related to organized crime and complex criminal investigations.
  • The TOC Advisor is expected to lead or coordinate the following training activities as part of the core competencies expected of the position:
  • Intelligence-led policing operationalization
  • Network-based TCO investigations
  • Financial investigations/asset tracing, including Suspicious Transaction Report (STR) exploitation and beneficial ownership analysis
  • Digital Forensic and Incident Response (DFIR) integration
  • Police-prosecutor investigative support including case coordination and development.
  • Investigative cooperation with U.S. interagency and law enforcement. The TOC Advisor will provide daily advice, mentorship, and ad hoc training to the KP and others to enhance investigatory best practices specifically to deter and effectively investigate transnational organized crime. The TOC Advisor will identify deficiencies in skills, then determine a course of action to effectively address the needs.
  • As necessary, the TOC advisor will provide specific case-based advice to host-nation law enforcement and prosecutors on investigations.
  • The TOC Advisor will work with ICITAP HQ and INL to develop project plans and budgets for ongoing and future law enforcement initiatives in Kosovo. The TOC Advisor will oversee the operational and administrative implementation of INL-funded TOC projects in Kosovo.
  • The TOC Advisor will serve as a law enforcement expert advisor for INL-funded assistance programs (implemented via ICITAP) in Kosovo.
  • The TOC Advisor will provide guidance and coordinate assignments of the ICITAP Program Office a team of implementation staff, consisting of foreign local labor, TDY trainers, and intermittent experts.
  • The TOC Advisor will assist U.S. Embassy Pristina as needed, briefing Embassy Pristina's Country Team, Law Enforcement Working Group, Cyber Working Group, Foreign Assistance Working Group, and others on an ad hoc basis, as directed by the US Embassy Pristina.
  • The TOC Advisor will be responsible for the logistical coordination related to the project activities undertaken by the ICITAP Kosovo Program Office. The TOC Advisor will be responsible for coordination with the INL Pristina team, Embassy Pristina procurement, finance, and travel, as well as prime contractor Amentum, on logistical aspects relating to procurement, purchases, administration, travel, recruitment of experts, and logistical support to the ICITAP Kosovo program.
  • In coordination with the INL Director and RSO, the TOC Advisor will serve as an interlocutor with host-nation law enforcement counterparts and coordinate with Embassy Pristina and other USG officials on law enforcement assistance activities.
  • The TOC Advisor will be responsible for understanding Kosovo law enforcement operations, including strategies, policies, and legal frameworks in place. The TOC Advisor will apprise the Deputy Chief of Mission Pristina and ICITAP's Assistant Director (ICITAP HQ) of significant law enforcement activities and their strategic impacts.
  • The TOC Advisor will periodically conduct tailored assessments or general assessments pertaining to Kosovo law enforcement capabilities and technical assistance needs.
  • The TOC Advisor will contribute to ICITAP's reporting on activities to include submissions for the ICITAP Huddle and AAG Weekly reporting cycle, other spot reporting (such as INL ASDARS), and contribute to front-channel cable reporting as directed by the INL/ICITAP.
  • The TOC Advisor will build and maintain strong relations with host-nation criminal justice agencies in Kosovo to include KP, SPRK, Kosovo Forensics Agency, Kosovo Customs, Tax Administration of Kosovo, Financial Intelligence Unit in Kosovo, and Police Inspectorate of Kosovo.
  • The TOC Advisor will implement and maintain sound business practices to track program expenditures and plan future budgets.
  • The TOC Advisor will champion performance values, notably ethics, and accountability in the ICITAP Program Office's practices.
  • Other ad hoc tasks to fulfil mission critical activities as determined by ICITAP and INL Pristina.


REQUIRED SKILLS AND QUALIFICATIONS:
  • Minimum of 10 years of experience in a command-level role within U.S. civilian law enforcement or in managing law enforcement reform and administration programs.
  • At least five years of experience conducting criminal investigations involving organized crime.
  • A minimum of two years of international experience, including overseas assignments or participation in international cooperation efforts.
  • Demonstrated ability to communicate diplomatically while managing competing priorities and deadlines across multiple stakeholders.
  • Proven experience operating in fast-paced environments with tight deadlines and evolving requirements.
  • Experience conducting and leading complex criminal investigations, preferably focused on organized and/or transnational crime cases.
  • Clearable: Must be able to obtain and maintain a Top Secret US Government Clearance. Note: US Citizenship is required to obtain a (specified clearance) Clearance.


DESIRED QUALIFICATIONS:
  • Experience managing foreign assistance programming and leading foreign nationals in overseas setting.
  • A degree in criminal justice or related field.
  • Language proficiency in Albanian and/or Serbian.
