Job Description

Kadiak, LLC, a Koniag Government Services company, is seeking a Project Manager II to support Kadiak and our government customer in Washington, DC. This position requires the candidate to be able to obtain a Public Trust. The position is hybrid, requiring 3 days a week at DOE Forrestal Building in Washington DC.

The Project Manager II will provide comprehensive project management and support services to the U.S. Department of Energy (DOE) Office of Technology Commercialization's (OTC) programs. This includes support for the Small Business Innovation Research (SBIR) - Small Business Technology Transfer (STTR) program as well as other programs or duties as assigned.

Primary Responsibilities:

Program Communications and Outreach:
  • Provide significant support for DOE briefings, announcements and other communication efforts for the SBIR-STTR program, through duties including content creation, internal process coordination, and planning/execution support for meetings and events.
  • Develop communication strategy for internal and external communication of program vision and design.

Stakeholder Relationships:
  • Build and maintain positive relationships with internal and external stakeholders. Leverage stakeholder relationships to synthesize programmatic feedback to inform future program direction.


Program Strategy Support:
  • Provide data-informed recommendations to improve SBIR-STTR programmatic success. Leverage feedback from internal and external stakeholders, analyze data, and compile recommendations to improve SBIR-STTR program outcomes.


Program Management and Support:
  • Provide significant development, management and support services for the SBIR-STTR program.
  • This includes coordination with OTC staff, program intermediaries, and project performers to lead the development of status updates, reviews, and financial reporting; drafting memos and presentations; and coordinating with others in OTC and DOE Program Offices.


Reporting and Presentations:
  • Prepare written and visual reports/presentations for DOE OTC managers, staff, and other stakeholders.
  • Gather, analyze, organize, and present information and data in a logical, persuasive manner.


Program Design and Execution:
  • Provide support in the design and development of funding programs and overseeing their execution.
  • This includes leading program development activities, taking initiative to integrate stakeholder feedback into program strategy, planning and executing review and down-selection processes, screening proposals, and scheduling and leading meetings or briefings.


Collaboration and Market Research:
  • Provide coordination support for activities with other DOE program office collaborators, including reviewing and providing feedback on critical documents and assisting with market research.


Administrative Support:
  • Provide general administrative support.
  • This includes maintaining project management tracking and protocols, tracking progress, sending follow-up emails, maintaining project records and file systems, and preparing and sending required updates.


Other Responsibilities:

Program History and Tracking:
  • Create and maintain master files/schedules related to program history, execution, and status throughout the program's lifecycle. This may include supporting project tracking and data management improvement tasks.


Operational Support:
  • Support programs as needed to ensure effective operations and to raise issues/concerns to OTC Management.


Data Analysis and Reporting:
  • Read, understand, and bring to management's attention items requiring action from various data and reports received by the office.
  • Other duties as assigned.


Position Requirements:

Education:
  • Bachelor's Degree (or equivalency) in a relevant field (preferably STEM) from an accredited college or university with a minimum of 10 years of related experience.


Communication Skills:
  • Proven customer relationship skills, including excellent written, PowerPoint, and verbal communication skills.
  • Comfort working in a highly collaborative environment.


Organizational Skills:
  • Proven ability to perform detail-oriented work, high level of comfort with rapidly shifting priorities, and strong management and organizational skills.


Workload Management:
  • Effectively prioritize workload, keep track of assigned tasks, and conduct time-sensitive tasks in a timely manner.


Technical Proficiency:
  • Proficient working knowledge of Microsoft Office Suite.


Adaptability:
  • Ability to respond to rapidly changing priorities; experience working in a fast-paced environment; ability to advance tasks with limited oversight.


Desired Skills:

Experience :
  • 15 years of experience in a related field. Advanced degrees may be substituted for years of experience.

Advanced Degree:
  • An advanced degree in a relevant field.

DOE Experience:
  • Experience working in or with DOE and/or other federal agencies.


Understanding of Energy Sector or Related Fields :
  • Understanding of the energy sector, manufacturing, or other related fields.


Technology Transfer and Commercialization:
  • Experience with and/or understanding of technology transfer and commercialization.


Technical Proficiency:
  • Mastery of Microsoft Office Suite, particularly PowerPoint, Word, and Excel.


Writing:
  • Extensive writing experience, including comfort writing about technical topics in plain language and/or experience as a technical writer or business communications writer.


Problem-Solving:
  • Ability to come up with and implement solutions to challenges.


Executive Support:
  • Experience working with/directly supporting Senior Level Executives.


Security Requirement:
  • Ability to obtain a Public Trust
