Job Description
MTSI is seeking a well-qualified candidate to function as the Senior SAO Security Specialist supporting the B-2 SPO at Wrigth-Patterson AFB, OH. The qualified candidate will be the principal liaison between the Chief, Security-Facilities Branch and Site Security Lead, staff managers, employees, and outside agencies, for a diverse security program that is compliant with US Government regulations across many different programs of different sizes and scope (DoD, SCI, and SAP). As the SAP Security Specialist, the individual is the security focal point for addressing all information, industrial and personnel security related matters with emphasis on problem-solving and customer interaction for the Advanced Programs Branch. The candidate is responsible for the implementation, updating, and monitoring of B-2 Division security policies and requirements. The SAP Security Specialist will enforce full compliance with security policies, US Government security requirement, policies, and directives.
Responsibilities:
The duties of this position shall include, but are not limited to (and not listed in priority order):
• Must consistently interpret, implement, and maintain a highly effective security program built on Government policies and guidance
• Maintain high degree of organizational and communication skills, both written and verbal. Must be able to work independently, irregular hours (as required) and partner with functional organizations
• Interface directly with Advanced Programs Branch and Security-Facilities Branch management of the organizations
• Responsible for security vulnerability assessments and self-inspections
• Provide briefings, facilitate various security trainings and issue written guidance to all employees, its consultants, and support contractors
• Strong knowledge of Federal Investigative Standards, the clearance adjudication process, and Adjudicative Guidelines
• Prepare and maintain official records auditable by US Government representatives
• Manage the safeguarding of classified information in accordance with applicable government security requirements
• Manage the central document control system and information management system.
• Brief all employees on their responsibilities for protecting, handling, transmitting, storing, and destroying national security information.
• Process visit requests of personnel to other facilities and U.S. Government organizations
• Maintain various SOPs required by DoD customers' (e.g. Standard Practice Procedures, Emergency Action Plans, etc.).
• Create access lists for various U.S. Government meetings held at the facility and provide special security management oversight of these meetings.
• Other duties as may be assigned
• Must have experience with implementation of the DoD 5205.07 manual
• Establish and maintain physical security procedures of national security information stored within facilities.
• Develop concepts of operation.
• Develop and maintain Fixed Facility Checklist (FFC) and TEMPEST Addendum to the FFC.
• Must have experience with the technical specifications of Closed areas, SCIFs and SAPFs
• Participate in technical meetings with internal and external customers
• Key source of guidance to management regarding Special Programs security requirements and options to mitigate security risks
Qualifications Required:
• 10 or more years' experience with SCI and/or SAP facility management
• Demonstrated expertise with SOP and concept of operation (CONOP) creation and maintenance
• Demonstrated knowledge of JPAS/DISS and other security databases
• In-Depth understanding of the National Industrial Security Program Operating Manual (NISPOM), the DoD Information Security Program
• Proven analytic skills and the ability to establish objectives, formulate plans and processes, and implement solutions
• Strong interpersonal and team building skills
• Strong verbal and written communication skills
Education:
• Associates degree or above in related field.
• 10 years of related professional experience is accepted in lieu of a degree.
Even better if you have these desired skills:
• Knowledge of Information Assurance (IA) and Network Security policies, procedures and technology
• SPeD Certification
Clearance Requirements:
• Must be a U.S. citizen and hold a Top-Secret Clearance with SCI eligibility
