Job Description

This position is contingent upon award.

The successful candidate provides subject matter expertise (SME) and operational support to plan, coordinate, and execute Wargames for the Joint Special Operations Command (JSOC) at the strategic and operational levels of war. The JSOC Senior Wargame Planner would need to possess requisite knowledge, skills and experience to design, develop, conduct and analyze wargaming content in support of COMJSOC requirements and in coordination with Service, Combatant Command (CCMD), lnteragency (IA), Intelligence Community (IC), and key Allies and Partners.

General Responsibilities:

• Design, develop, conduct and analyze wargaming across the JSOC Enterprise at the strategic and operational level of war to inform and address COMJSOC requirements

• Coordinate and maintain wargaming scenarios (aligned with OSD priorities), detailed learning objectives, structured assessment criteria, and external relationships to support JSOC modernization initiatives

• Provide wargame subject matter expertise which strategically aligns command efforts with national level policy, CCMD campaigning, and Service strategies to support weapons and systems capability development, concept development, and force structure readiness and modernization analyses

• Develop objectives, craft wargaming constructs, author/refine scenarios, facilitate participant discussions, and author after-action reports, studies, and briefings

• Lead and/or support the design, execution, and delivery of analytical assessments using wargames, simulations, and tabletop exercises to inform strategic resourcing decisions

• Conduct wargaming to identify/inform concept and capability development, Enterprise­ wide gaps and shortfalls, and strategic risk across the force

• Provide analysis and insights by leveraging advancements in modeling and simulation initiatives across the wargaming community

• Prepare and conduct defense and operational-level analysis to present/brief senior-level government leadership on findings

• Coordinate with external stakeholders and JSOC staff and units to collate and implement inputs, development, and participation in wargames

• Provide direct support to J7 Director (as required)

Requirements

• Masters Degree (Required) / PhD (Preferred)

• Significant experience in facilitation of a combination of both traditional board, computer-based, and seminar-analytic wargames to conduct analyses and inform/produce reports and studies

• Five or more years of experience effectively communicating, briefing, and working with senior leaders at the executive level

• First-hand experience designing, developing, conducting and analyzing wargames

• Excellent written and oral communication skills to represent JSOC to a diverse and high­ level audience

• Self-starter with strong project management and organizational skills. Must be able to

work with a diverse team of engineers, IT professionals, and operators. Should demonstrate initiative and wherewithal to work alone (if/when required)

• Knowledge of Joint and Multinational operations.

• Ability to take a COMJSOC requirement from the concept phase and articulate a wargame proposal, resourcing requirements, coordination plan, and execution options to prepare and provide a senior-level concept of operation brief

• Ability to travel up to 20% of the time

Desired Experience:

• Graduate of a Command and General Staff College/Intermediate Level Education.

• Ten years of experience working at a senior staff level

• Experience supporting distributed wargame/training exercises at the CCMD and/or Service-level Wargaming knowledge, skills, and relationships

• Ability to prepare collection plans and to collect data using direct methods of interviewing and observation

• Knowledge of SOF command structure to enable targeted dissemination of observations, insights and lessons at the operational and strategic level

• Knowledge of Joint, Service, and SOF Doctrine and TTPs

• Ability to use collaborative communications systems
