Role Overview
As an Operations Research Analyst Senior II, you will serve as a subject matter expert in cost analysis, supporting Program Life Cycle Cost Estimates (LCCE) and Program Office Estimates (POE). You will lead technical efforts, mentoring junior staff while ensuring all cost positions and assessments meet rigorous Army and DoD-level standards. This role requires a high degree of analytical precision and the ability to work directly with SMEs and Contract Officer Representatives.
Key Responsibilities
• Cost Analysis: Perform complex cost analysis assignments throughout the program life cycle; develop and evaluate cost assessments and positions for systems development, demonstration, and production.
• Government Estimates: Collaborate with SMEs to develop Independent Government Cost Estimates (IGCEs) capable of withstanding high-level DoD reviews.
• Strategic Assessment: Analyze prototype systems and assess the impact of various technical approaches on program costs.
• Leadership & Mentorship: Serve as a Working Leader; provide technical guidance, review the work of lower-grade personnel for accuracy and quality, and mentor staff to meet evolving requirements.
• Coordination: Act as a technical expert for the program, coordinating work efforts directly with the Contract Officer Representative (COR).
Required Qualifications
• Experience: Minimum of fifteen (15) years of experience preparing and updating cost estimates.
• Domain Expertise: At least 8 years of experience specifically using ACEIT.
• DoD Background: Direct experience working with a DoD Program Executive Office (PEO), Project Manager (O6 PM), or Product Manager (O5 PdM) is mandatory for consideration.
• Technical Skills: Advanced proficiency in MS Excel and strong analytical capabilities.
• Education: Bachelor’s Degree in Operations Research, Mathematics, Data Analytics, Economics, or a related quantitative field.
Preferred Qualifications
• Certification: Industry-level cost estimating certification (e.g., ICEAA PCEA/CCEA).
Work Environment
This position is located on-site at Aberdeen Proving Ground. Candidates must possess and maintain an active Secret security clearance.
