Senior Proposal Manager / Writer
Rackner | Remote (U.S.) | Full-Time
The Role
Rackner is hiring its first dedicated Senior Proposal Manager / Writer to own and build our proposal function.
You’ll lead end-to-end proposal execution—ensuring submissions are compliant, well-structured, and on time—while helping establish a repeatable approach to how we pursue federal work.
This role goes beyond coordination. You will run the process and contribute directly to writing, working closely with leadership and technical teams to turn complex capabilities into clear, competitive proposals.
Today, proposal efforts are distributed across leadership. You’ll centralize that work and bring structure, consistency, and quality to how we respond to opportunities across AI, cloud, cybersecurity, and DevSecOps programs.
What You’ll Do
Own Proposal Execution
Lead the full proposal lifecycle from solicitation release through submission
Translate RFP requirements into clear structure, timelines, and deliverables
Coordinate across capture, technical teams, and partners to keep work aligned and on track
Write and Shape Content
Write and contribute to proposal sections (technical, management, past performance)
Translate complex technical concepts into clear, evaluator-friendly language
Ensure consistency in tone, structure, and messaging
Ensure Compliance & Quality
Develop compliance matrices and compliant outlines
Apply federal requirements (FAR/DFARS, evaluation criteria) to ensure complete and compliant responses
Support and run structured color team reviews (Pink, Red, Gold)
Build Proposal Infrastructure
Improve proposal workflows, templates, and shared content
Maintain reusable materials (past performance, resumes, boilerplate, graphics)
Organize proposal assets for easier access and reuse
Drive Continuous Improvement
Bring structure to evolving requirements without slowing delivery
Conduct post-submission reviews to improve future responses
Track proposal pipeline with capture leadership to anticipate workload
What We’re Looking For
Required Qualifications
Experience leading or contributing significantly to federal proposals end-to-end
Strong writing ability with experience developing proposal content (not just editing or coordination)
Working knowledge of federal procurement processes (FAR/DFARS, evaluation criteria, compliance)
Experience managing multiple proposals or deadlines in parallel
Ability to work across technical and non-technical stakeholders
Comfortable operating in a growing, evolving environment with increasing structure
Preferred Qualifications
Experience supporting DoD or Federal Civilian proposals
Exposure to technical domains such as cloud, cybersecurity, DevSecOps, or AI/ML
Experience with proposal tools (e.g., SharePoint, GovWin, or similar)
Familiarity with color team review processes
APMP certification (or similar)
Clearance & Work Authorization
Must be legally authorized to support U.S. federal contracting work
U.S. citizenship is required for roles that support federal programs
Active security clearance is not required to start, but candidates must be eligible to obtain and maintain a clearance
Active Secret or TS/SCI clearance is a plus
