The Senior Stakeholder Engagement & Training Integration Specialist ensures that technical solutions are not only delivered - but understood, accepted, trained, and sustained across operational units and training pipelines. The role serves as the connective tissue between operators, instructors, engineers, and program leadership, translating mission needs into usable systems and effective training experiences.
Primary emphasis areas include:
Enterprise network modernization (e.g., SD-WAN, secure wireless, identity services)
Mission systems requiring enterprise-wide user training and change management
Integration with federal training commands, technical schoolhouses, and operational units
Stakeholder alignment across operational, technical, and training communities
Embedding training and user readiness into system delivery
Driving adoption of mission systems in real-world environments (afloat and ashore)
Success in this role is measured by adoption, proficiency, and mission readiness, not just deployment.

ROLES AND RESPONSIBILITIES:
Stakeholder Engagement & Change Enablement
Serve as the primary engagement lead across:
Federal C5I, program offices and operational units; training commands and technical schools; CyKor PMO and engineering teams
Facilitate discovery sessions, workshops, and working groups to capture operational need, align technical capabilities with mission workflows and surface training and adoption risks early
Translate complex technical solutions into operator-relevant narrative, training objectives and clear adoption pathways
Act as the voice of the user and the instructor throughout program execution
Training Strategy & Integration
Lead the design and integration of training strategies aligned to client mission workflows, system deployment and sustainment timelines
Partner with technical schools to integrate new capabilities into formal training pipeline and align curriculum with operational realities
Develop and oversee:
Instructor-Led Training (ILT)
Computer-Based Training (CBT)
Job aids, quick reference guides, and SOPs
Support train-the-trainer initiatives and initial operational fielding
Ensure training is operationally relevant, timely, and actionable
User Experience & Operational Journey Mapping
Conduct end-to-end user journey mapping across: afloat environments (cutters), shore units and command centers
Identify adoption barriers related to training gaps, system access or usability and workflow misalignment
Convert insights into training recommendations, UX improvements, deployment and communications strategies
Field Engagement & User Validation
Gather direct feedback from operators, technicians and instructors
Validate training effectiveness, user comprehension and confidence, operational readiness and sustainment risks
Application Enablement & Technical Collaboration
Collaborate with development teams to ensure applications reflect user workflows, support training and sustainment needs
Translate stakeholder and training insights into functional requirements, UX/UI feedback and adoption-oriented feature recommendations
Support usability validation during development and operational testing
Delivery Lifecycle Integration
Embed stakeholder engagement and training into the full delivery lifecycle:
Design - Build - Validate - Train - Deploy - Sustain
Ensure training and change enablement are treated as core system components, not post-deployment activities
Requirements
· Bachelor Degree in Human-Centered Design, Instructional Design, Computer Science, or related field
· 7-10+ years of experience across a combination of stakeholder engagement, training development and integration, operational enablement of technical systems
· Experience supporting:
Federal programs and technical system rollouts requiring training and adoption at scale
Stakeholder facilitation and cross-functional communication
Training strategy development for technical systems
User journey mapping and operational workflow analysis
Experience utilizing LMS platforms, eLearning and training development tools
Ability to translate technical systems into mission-relevant training and guidance
Active Secret clearance or higher
PREFERRED CERTIFICATIONS:
· DoD 8570/8140 baseline: CompTIA Security+ (or equivalent)
· Certified Professional in Learning & Performance (CPLP/ATD)
· UX or Human-Centered Design certification
· Agile / Scrum certifications
PREFERRED SKILLS:
Master's degree in related field
Experience working with federal training centers or technical schools and afloat operational environments
Experience conducting field research/or on-site engagement in mission environments
Familiarity with network or cybersecurity systems (SD-WAN, ISE, etc.)
LOCATION AND TRAVEL:
Hybrid schedule: Must reside in DC metropolitan area or be available for frequent travel related to stakeholder engagement, field validation and training integrations
Locations include CONUS locations, CyKor's program lab, technical schools or training centers.
